ACUAES is wholly owned by Spain's Directorate-General for State Assets and operates under the functional oversight of the Ministry for the Ecological Transition and the Demographic Challenge. It promotes, contracts, builds and, where commissioned, operates strategic water infrastructure, with particular emphasis on supply, sanitation, wastewater treatment and reuse. Its 2024-2026 strategic plan records 156 commissioned actions with EUR 7.255 billion of investment: 101 completed or in operation at EUR 4.730 billion, 23 under construction at EUR 759.3 million and eight approved projects at EUR 976.0 million. Wastewater represents EUR 674.3 million of the plan's current execution portfolio. For El Marco in Cáceres, ACUAES is the contracting authority and client for the EUR 61.784 million excluding-VAT works award to the Aquambiente-COPASA-PESA consortium.
