Design and peak flow, minimum operating water level, approach velocity, screens, sediment, debris, biofouling, redundancy and pump suction conditions define whether seawater can be abstracted reliably.
Knowledge / Marine utilities
Intakes and outfalls are hydraulic systems, subsea structures and environmental controls at the same time. Their evidence has to follow the water path, the temporary installation states and the receiving-water response.
Design flow starts offshore, crosses the shore, passes through pumping and treatment, and returns through an outfall whose performance depends on both diffuser hydraulics and the receiving sea.
Design and peak flow, minimum operating water level, approach velocity, screens, sediment, debris, biofouling, redundancy and pump suction conditions define whether seawater can be abstracted reliably.
Route bathymetry, geotechnics, surge and vacuum, external pressure, buoyancy, joint capacity, crossings, landfall restraint, protection and inspection access govern the pipe or tunnel between sea and plant.
Effluent flow, density, salinity, temperature and chemistry meet ambient currents, stratification and bathymetry through an outfall whose ports must distribute flow and avoid recirculation back to the intake.
Intake basis
The World Bank's desalination technical paper identifies impingement, entrainment and the chemistry of concentrate discharge as direct marine effects. Those issues are set by siting and hydraulic choices, not corrected by a plant capacity figure.
Fix water depth across tide and surge, wave and current exposure, seabed mobility, suspended sediment, intake submergence, approach velocity and the hydraulic grade through screens and pumps.
Define screen opening and velocity, fish-return or exclusion measures, seasonal larvae and plankton exposure, jellyfish and weed loading, trash management, chlorination or other biofouling control, and monitoring points.
Test single-line and reduced-level operation, redundancy, isolation, dewatering, access for screen cleaning, sediment removal, diver or ROV inspection, spares and restart after a blocked or tripped intake.
Temporary works
A pipe that is adequate when buried and full can be vulnerable while empty, afloat, partly flooded or suspended between supports. The installation analysis has to follow the actual fabrication, tow, pull, lowering, flooding, backfilling and connection sequence.
Record jointing and non-destructive examination, launch geometry, towing arrangement, weather limits, temporary closures, ballast or weight units, allowable bend radius and contingency tow or refuge positions.
Check flooding sequence, trapped air, differential head, tensile load, local buckling, ovalisation, seabed contact and the behaviour of temporary floats, anchors and lifting points at each stage.
Close trench depth, bedding, crossings, freespan, backfill, rock or mattress protection, landfall restraint, diffuser orientation and coordinates through survey, inspection and reconciled as-built drawings.
Outfall hydraulics
EPA's ocean-discharge criteria require attention to discharge rate, concentration, persistence, marine life and alternative locations or methods. The IAHR/IWA outfall committee treats diffuser hydraulics, construction and environmental response as one specialist field. A dilution number is therefore credible only with the discharge and receiving-water cases that produced it.
State minimum, normal, peak and start-up flow; salinity, density, temperature, residual chemicals and solids; intermittent cleaning streams; and whether one or several treatment trains are online.
Use seasonal density profiles, weak-current and slack-water cases, waves, bathymetry, sensitive receptors, background quality and neighbouring discharges. Check plume trapping, surfacing, seabed interaction and intake recirculation.
Verify manifold head loss, port flow balance, exit velocity, port spacing and orientation, intrusion or sediment risk, purge conditions, surge and low-flow operation before relying on near-field mixing results.
Acceptance and operation
Acceptance should reconcile hydraulic integrity, installed geometry, plant controls and the environmental baseline. After handover, the evidence becomes a time series. Water Corporation's Perth operating report, for example, combines subsea inspection with marine-water and discharge monitoring rather than using production alone as proof of marine performance.
Pressure or leakage tests, flushing and disinfection where applicable, valve and isolation tests, pump curves, surge events, screen head loss, diffuser-port flow and rated-flow trials need traceable instruments and acceptance limits.
As-built bathymetry and coordinates, ROV or diver inspection, landfall and crossing records, protection thickness, freespan, damage, debris and unresolved punch items establish what was actually installed.
Track availability, blocked screens, pump and control trips, cleaning, inspection findings, leaks, energy per unit, intake conditions, discharge chemistry, plume or receiving-water results and response to exceedances.
The project archive preserves package boundaries and dated field evidence; the performance archive carries commissioning and operating records where a usable observation period exists.

Capacity, coastal location, defined marine scope, physical delivery, first water, acceptance and sustained operation answer different questions. Each conclusion depends on a dated public record for that stage.
A coastal power, water, wastewater, mining, or industrial project has plausible marine exposure. This supports monitoring only; it does not establish a marine package.
An owner, lender, EIA, EPC, procurement, or contractor record names the intake, outfall, tunnel, pipeline, shore crossing, diffuser, dredging, or coastal works.
Dated records show fabrication, trenching, tunnelling, piling, offshore placement, connection, protection, testing, or as-built survey against a defined package.
Water or cooling service traverses a connected route during commissioning. The event proves route continuity, not accepted rated capacity, reliability, or commercial operation.
Signed or attributable records cover hydraulic performance, water quality, power and controls, marine assets, environmental conditions, defects, and owner handover.
A representative period exposes availability, outages, quality, marine monitoring, maintenance, energy use, capacity, and service continuity rather than a single milestone.
Interface register
The same six interfaces apply whether the project serves desalination, cooling water, mining supply, wastewater, or an industrial coastal process. An incomplete basis should remain explicit because unlike systems cannot be normalized by assumption.
Project stages
These records are not a ranking. Finance, scope definition, construction, first flow, commissioning and operation are reported separately because progress in one does not establish another.
The IPP award and coastal complex justify monitoring; a project-specific cooling-water or marine civil package remains outside the reviewed source record.
The CW02 DBO prequalification is open and retains the existing 2.4-kilometre outfall. The selected contractor, tie-in condition, discharge obligations and commissioning tests remain future evidence.
The concession and lender process define the programme; financial close, notice to proceed, final marine design and mobilisation remain separate milestones.
Financial close and under-construction status are public; offshore mobilisation, installed marine assets, testing, first water and accepted capacity require dated evidence.
Common marine, tunnel and electrical systems are in delivery; physical completion, integrated testing, first water and commercial operation remain open.
Marine piling is complete and tunnelling and diffuser work are active; breakthrough, connections, as-builts and integrated intake-outfall acceptance remain outstanding.
Desalinated water reached Radomiro Tomic during progressive validation; rated output, all-division service, marine reliability and commercial operation remain unproven publicly.
Block A commissioning is public; the remaining capacity, full intake-outfall acceptance, water quality, marine monitoring and sustained reliability remain separate conclusions.
The 1.8-kilometre nearshore outfall reached substantial completion in August 2023. Plant and network completion, connected hydraulic testing, controlled discharge, effluent compliance and phased operation from 2027 remain open.
Three outfalls were completed and commissioned, while ADB's later review found only partial progress on access and water-quality outcomes. Current condition, discharge monitoring and operator capacity remain the required follow-up records.
Coastal power, desalination, water-transmission and wastewater programmes can contain major marine packages, but the plant headline does not define the offshore work or prove its delivery.
An IWP, IWPP or coastal power project may reuse an existing intake, use a separate utility owner or have no disclosed offshore package. EWEC's planning material and the Taweelah C record show why project location alone cannot allocate marine work.
Open Taweelah C recordProcess-train percentages, financing and an EPC award do not establish installed pipeline length, diffuser placement or landfall acceptance. Older Oman procurement material is useful because it explicitly allocates shared seawater intake and outfall facilities, but it still does not prove present installation.

Marine utility evidence follows the complete hydraulic path from intake and landfall through conveyance, treatment or cooling, discharge and receiving water, preserving design envelopes, temporary installation states, as-built acceptance and operating monitoring as separate records.
