Marine utilities, landfalls, and pipeline interfaces.

Intakes and outfalls are hydraulic systems, subsea structures and environmental controls at the same time. Their evidence has to follow the water path, the temporary installation states and the receiving-water response.

Intake duty

Design and peak flow, minimum operating water level, approach velocity, screens, sediment, debris, biofouling, redundancy and pump suction conditions define whether seawater can be abstracted reliably.

Conveyance duty

Route bathymetry, geotechnics, surge and vacuum, external pressure, buoyancy, joint capacity, crossings, landfall restraint, protection and inspection access govern the pipe or tunnel between sea and plant.

Discharge duty

Effluent flow, density, salinity, temperature and chemistry meet ambient currents, stratification and bathymetry through an outfall whose ports must distribute flow and avoid recirculation back to the intake.

Intake basis

Intake performance starts before the pump curve

The World Bank's desalination technical paper identifies impingement, entrainment and the chemistry of concentrate discharge as direct marine effects. Those issues are set by siting and hydraulic choices, not corrected by a plant capacity figure.

Location and hydraulics

Fix water depth across tide and surge, wave and current exposure, seabed mobility, suspended sediment, intake submergence, approach velocity and the hydraulic grade through screens and pumps.

Ecology and debris

Define screen opening and velocity, fish-return or exclusion measures, seasonal larvae and plankton exposure, jellyfish and weed loading, trash management, chlorination or other biofouling control, and monitoring points.

Operability

Test single-line and reduced-level operation, redundancy, isolation, dewatering, access for screen cleaning, sediment removal, diver or ROV inspection, spares and restart after a blocked or tripped intake.

Temporary works

Temporary installation states can govern the permanent design

A pipe that is adequate when buried and full can be vulnerable while empty, afloat, partly flooded or suspended between supports. The installation analysis has to follow the actual fabrication, tow, pull, lowering, flooding, backfilling and connection sequence.

Pipe-string control

Record jointing and non-destructive examination, launch geometry, towing arrangement, weather limits, temporary closures, ballast or weight units, allowable bend radius and contingency tow or refuge positions.

Controlled submergence

Check flooding sequence, trapped air, differential head, tensile load, local buckling, ovalisation, seabed contact and the behaviour of temporary floats, anchors and lifting points at each stage.

Route acceptance

Close trench depth, bedding, crossings, freespan, backfill, rock or mattress protection, landfall restraint, diffuser orientation and coordinates through survey, inspection and reconciled as-built drawings.

Outfall hydraulics

A diffuser is designed against a critical envelope, not an average sea

EPA's ocean-discharge criteria require attention to discharge rate, concentration, persistence, marine life and alternative locations or methods. The IAHR/IWA outfall committee treats diffuser hydraulics, construction and environmental response as one specialist field. A dilution number is therefore credible only with the discharge and receiving-water cases that produced it.

Discharge envelope

State minimum, normal, peak and start-up flow; salinity, density, temperature, residual chemicals and solids; intermittent cleaning streams; and whether one or several treatment trains are online.

Ambient envelope

Use seasonal density profiles, weak-current and slack-water cases, waves, bathymetry, sensitive receptors, background quality and neighbouring discharges. Check plume trapping, surfacing, seabed interaction and intake recirculation.

Internal distribution

Verify manifold head loss, port flow balance, exit velocity, port spacing and orientation, intrusion or sediment risk, purge conditions, surge and low-flow operation before relying on near-field mixing results.

Acceptance and operation

First flow closes neither construction nor environmental performance

Acceptance should reconcile hydraulic integrity, installed geometry, plant controls and the environmental baseline. After handover, the evidence becomes a time series. Water Corporation's Perth operating report, for example, combines subsea inspection with marine-water and discharge monitoring rather than using production alone as proof of marine performance.

Hydraulic integrity

Pressure or leakage tests, flushing and disinfection where applicable, valve and isolation tests, pump curves, surge events, screen head loss, diffuser-port flow and rated-flow trials need traceable instruments and acceptance limits.

Geometry and condition

As-built bathymetry and coordinates, ROV or diver inspection, landfall and crossing records, protection thickness, freespan, damage, debris and unresolved punch items establish what was actually installed.

Operating series

Track availability, blocked screens, pump and control trips, cleaning, inspection findings, leaks, energy per unit, intake conditions, discharge chemistry, plume or receiving-water results and response to exceedances.

Evidence standard

Six distinct records from project signal to operating performance

Capacity, coastal location, defined marine scope, physical delivery, first water, acceptance and sustained operation answer different questions. Each conclusion depends on a dated public record for that stage.

01Interface watch

A coastal power, water, wastewater, mining, or industrial project has plausible marine exposure. This supports monitoring only; it does not establish a marine package.

02Defined marine scope

An owner, lender, EIA, EPC, procurement, or contractor record names the intake, outfall, tunnel, pipeline, shore crossing, diffuser, dredging, or coastal works.

03Physical delivery

Dated records show fabrication, trenching, tunnelling, piling, offshore placement, connection, protection, testing, or as-built survey against a defined package.

04First flow

Water or cooling service traverses a connected route during commissioning. The event proves route continuity, not accepted rated capacity, reliability, or commercial operation.

05Integrated acceptance

Signed or attributable records cover hydraulic performance, water quality, power and controls, marine assets, environmental conditions, defects, and owner handover.

06Operating series

A representative period exposes availability, outages, quality, marine monitoring, maintenance, energy use, capacity, and service continuity rather than a single milestone.

Interface register

Minimum evidence needed to compare unlike utility systems

The same six interfaces apply whether the project serves desalination, cooling water, mining supply, wastewater, or an industrial coastal process. An incomplete basis should remain explicit because unlike systems cannot be normalized by assumption.

Seawater intake
Alignment, bathymetry, intake head or tower, screens, design velocity, foundation, protection, access, impingement and entrainment controls, and accepted hydraulic condition.
Landfall and conveyance
Submarine pipe or tunnel geometry, shore crossing, joints, flotation or pull method, trench and backfill, crossings, corrosion strategy, pressure testing, and as-built position.
Treatment or cooling interface
Pretreatment, reverse osmosis or cooling duty, design and accepted flow, quality criteria, redundancy, storage, process tie-ins, and the boundary between marine and plant packages.
Outfall and return
Brine, cooling-water or wastewater route, diffuser geometry, mixing-zone basis, installation and test records, neighbouring discharges, and post-start dispersion monitoring.
Power, pumping and controls
Pumping stages, elevation and pressure, substations, grid or renewable supply, control and shutdown logic, surge protection, integrated testing, and outage exposure.
Operation and maintainability
Access, inspection method, cleaning, spares, condition monitoring, environmental reporting, availability, quality, outage history, maintenance response, and responsibility after handover.

Three outfalls were completed and commissioned, while ADB's later review found only partial progress on access and water-quality outcomes. Current condition, discharge monitoring and operator capacity remain the required follow-up records.

Three category errors distort marine utility progress

Coastal power, desalination, water-transmission and wastewater programmes can contain major marine packages, but the plant headline does not define the offshore work or prove its delivery.

Coastal location is not scope

An IWP, IWPP or coastal power project may reuse an existing intake, use a separate utility owner or have no disclosed offshore package. EWEC's planning material and the Taweelah C record show why project location alone cannot allocate marine work.

Plant progress is not marine completion

Process-train percentages, financing and an EPC award do not establish installed pipeline length, diffuser placement or landfall acceptance. Older Oman procurement material is useful because it explicitly allocates shared seawater intake and outfall facilities, but it still does not prove present installation.

Hassyan, Fiji, Singapore and South Tarawa represent phased commissioning, reuse of an existing outfall, a completed outfall awaiting wider-system start-up and a completed programme with mixed outcome evidence. Each needs a different next record.

Eiffage recorded a 340 m seawater-intake microtunnel at Dakar's Mamelles desalination plant in July 2025. A February 2026 supervision visit still described the plant as under construction and expected commissioning later in the year. It defines the submarine system, auxiliary pier, coastal sump, trench blasting, intake and brine-return pipes, coastal energization, intake-tower installation, high-head conveyance, reservoir and independent commissioning assurance. Techint's 23 June account confirms first water at Radomiro Tomic during hydraulic tests and progressive validation. Still absent are accepted continuous flow, representative water-quality results, intake availability, brine-dispersion monitoring, power and pumping reliability, service to the other two mining divisions, final completion and commercial-operation certification.

Jordan signed the National Water Carrier's final technical and legal agreement on 21 April, but the water ministry said on 7 July that financial close was still being completed. Hassyan's six-pipe marine corridor enters operating proof

DEWA commissioned Hassyan Block A, 60 MIGD, by the end of March 2026. The wider marine installation is already sized for the planned 240 MIGD complex: eight intake risers feed four 3 m pipes, while two 3 m outfalls discharge through modelled diffusers outside the Ramsar boundary. Blocks B and C still have to turn that EPC configuration into sustained plant and receiving-water performance.

EWEC lists Taweelah RO as an existing 909,000 m3/day facility and records 297.16 million m3 of production in 2024, with 0.91 million m3/day available at peak from 2023 through 2025. ACWA's marine appendices preserve proposed intake and outfall layouts plus 27.8 m3/s intake and 17.3 m3/s discharge assumptions used during bid-stage modelling. They do not disclose the final as-built route.

Luderitz SWRO has two study chains, not one disclosed contract

Toyota Tsusho is the named proponent for a METI-supported renewable-energy seawater-desalination feasibility study in Namibia's Karas Region. Luderitz Town Council connects that study to NamWater, an approximately 100,000 m3/day concept, photovoltaic power, a February 2027 study target and allocated land. Sharakat is qualifying developers for five future seawater reverse-osmosis plants in a single programme. Honiara outfall programme carries two unreconciled design bases

ADB still lists Honiara's new wastewater-outfall works at bid-document stage. The 2023 EIA designs a 350 m by 400 mm NRH line and a 500 m by 800 mm Ranadi line. Solomon Water's 2025 plan also repeats an older three-outfall basis with a 900-1,000 m by 357 mm NRH line and a 500 m by 312 mm Soap line. No public tender reconciles the two versions.

Toukley puts the pump station inland and the intake 1 km offshore

Central Coast Council's current Toukley concept keeps the seawater pump station beside the treatment site and sends a 2.4 km microtunnel to an intake about 1 km off Jenny Dixon Beach. Brine would use the existing Norah Head ocean outfall through a short connection.
