Singapore's Tuas Water Reclamation Plant incorporates a 1.8 km pipe, increasing from 1.2 m to 3 m in diameter, to convey treated effluent to a nearshore sea outfall. PUB records the outfall and other Contract 1A permanent works as substantially completed on 14 August 2023. That did not complete the wider water system: PUB's December 2025 update put DTSS Phase 2 at about 80% and Tuas WRP at 57%, while the current programme page schedules phased commissioning from 2027.

The December 2023 newsletter records the outfall and all other Contract 1A permanent works substantially completed on 14 August 2023. Later PUB updates control the wider delivery state: June 2025 reported DTSS2 at 77% and Tuas WRP at 54%; December 2025 reported about 80% and 57% respectively, with plant MEICA work and influent shafts still active. PUB's current DTSS page schedules phased commissioning from 2027. The 2023 date therefore marks an outfall-package milestone, not discharge or operating performance.
