The owner schedule keeps whole-system operation as a future gate despite the earlier outfall civil milestone. A commissioning target does not establish first discharge or accepted performance.
All five tunnel contracts had received statutory completion certificates, while plant MEICA work and critical influent-shaft interfaces remained active. The outfall could not be read independently from that unfinished system.
Plant testing began within a still-incomplete programme
PUB reported DTSS2 at 77% and Tuas WRP at 54%, with MEICA installation continuing and hydraulic testing under way at selected biosolids facilities. Local tests were not whole-system discharge acceptance.
