From source condition to operating evidence

This sector follows the hydraulic system rather than assuming that every coastal water project contains marine works. Inland water and wastewater assets remain visible here, while the Marine utilities subject collection requires a documented coastal or offshore interface.

Source and abstraction

Define source reliability, hydrology or ocean conditions, intake geometry, screens, sediment and debris exposure, environmental constraints and the duty available to the first pumping stage.

Treatment and process boundary

Keep design flow, influent and product quality, process redundancy, residuals handling, reuse obligations and the boundary between civil, process and marine packages on separate evidence lines.

Pumping and conveyance

Track hydraulic grade, pump duty, surge and vacuum, rising mains or gravity routes, storage, crossings, tie-ins, isolation and access for inspection and repair.

Discharge and receiving water

For wastewater, brine and cooling returns, record outfall and diffuser geometry, discharge quality, critical ambient conditions, recirculation risk, compliance points and post-start monitoring.

Torrent's zero-value contract change does not resolve the DANA workfront

CHJ fixes the Torrent contract's setting-out check on 18 September 2023 and the start of its 30-month execution clock on 19 September 2023. Its 2025 ledger then records EUR 997,242.85 certified against modification 1 and EUR 854,404.65 against emergency lot 1, while PLACSP's 10 August 2026 modification record adds zero euros and zero months. These facts can coexist: annual certification shows recorded expenditure, not a price increase, and the post-DANA flood-defence and setback works remain a separate package interface.

Jiangxi Water and Hydropower Construction Group signed W-15/23 for Nacala's intake, treatment, transmission and pumping works in January 2024. ARA Norte documented the contractor team and treatment, pumping and elevated-storage construction sites in September 2025. The World Bank's completion report says two Nacala contracts remained incomplete at project closing and were expected to finish with Netherlands financing in April 2026. No cited package completion or acceptance followed that forecast date.
