WAF's official pages establish its public water and wastewater mandate and operating responsibility. The 2050 strategy records the national sanitation, asset-renewal, environmental-compliance and workforce context. ADB's environmental assessment and procurement plan control the current Kinoya package: WAF is the employer and long-term utility, while the future CW02 contractor will deliver the 36 MLD Stage 1 DBO and five operating years. The existing approximately 2.4 km Laucala Bay outfall remains a condition, discharge and monitoring interface; the reviewed package does not identify a new offshore line, diffuser, dredging or marine-construction contract. Pacific Engineering Projects documents an earlier Kinoya refurbishment and supplies the profile photograph only; neither the work nor the image is evidence of CW02 award, mobilisation or construction.
