This register shows the official, owner, authority, lender, procurement, contractor, and technical routes used in IMWO monitoring. Each group carries its own watch terms and boundary against unsupported scope, award, progress, completion, or operating claims.
Reading the register
A monitored route is an evidence path, not a published conclusion.
Source groups combine related records needed to test one project, market, company, procurement, performance, or risk question. A URL can support discovery without proving that a marine package exists or that a milestone has been reached.
- Source assignment
- One URL attached to one governed monitoring group. The same URL may serve more than one question.
- Watch terms
- Names, packages, assets, dimensions, and acceptance events used to locate relevant changes.
- Use notes
- The claim boundary for that group, including evidence that must not be promoted by inference.
- Default confidence
- The starting evidence label; each public record still has to pass project-specific review.

Use ACPOM's dock page for published Mut'ah characteristics. The 2025 insurance RFP supports operating-asset and insurance context only; it is not a tender-specific condition survey. Separate invitation, document request, scheduled site visit, clarification, proposal close, shortlist, award, financial close, notice to proceed, rehabilitation, commissioning, operation, and handback. Do not infer site attendance, dredging, detailed berth condition, rehabilitation quantities, bidders, award value, construction start, or achieved performance from the public notice.

Use for Gulf utility projects where power plants, desalination, water transmission, cooling-water systems, seawater intake/outfall, brine discharge, coastal siting, EIA, and EPC evidence may create marine works interfaces even when the public headline is energy or water rather than port infrastructure. Treat location inside a coastal power/desalination complex, SWRO/IWP/IWPP procurement, or shared seawater infrastructure language as a watch signal; require project-specific EIA, procurement, owner, EPC, or contractor evidence before confirming intake, outfall, dredging, pipeline, cofferdam, or coastal works packages. Energy China's official procurement portal is searched in English and Chinese for downstream Taweelah notices; the monitor accepts only linked notice titles and ignores the echoed search term or a zero-result page. Al Jomaih's hosted Workable pages are developer-side role evidence: the Taweelah C BOP role references existing-plant tie-ins, permits, surveys and studies, while the mechanical role requires cooling-water-system knowledge. Their 2.4 GW and 2.6 GW descriptions are inconsistent and neither page identifies a seawater route or marine package. Taweelah RO is a separate operating IWP with its own ESIA and bid-stage marine layouts; those documents cannot be reassigned to Taweelah C or treated as the RO plant's final as-built geometry. Legacy Taweelah proposals remain historical context unless a current source explicitly carries their scope into a present project.

Maintain three separate ledgers: active AfDB/EU Phase I marine and road works, the JICA package handed over in October 2024, and the 2026 UNDP/EU resilience-study investment track. Use the March 2025 AfDB update as the latest reviewed quantitative physical-progress baseline and the ministry record as independent evidence of delayed delivery. Use MapAfrica's 31 December 2027 date for the wider programme only; do not replace the field team's end-2026 infrastructure target with it. Treat the February 2026 fisher and enterprise-support notice as adjacent procurement and the March 2026 resilience study as planning evidence. Require dated evidence before changing current progress, completion, dredged quantities, disposal route, achieved depths, equipment acceptance, resilience investment status, or either schedule boundary.

From 1 October 2026, track Code Section 33-7-13 implementation through ADEM and ADCNR rules, allocated federal beneficial-use funding, permitted and approved in-state site capacity and package-level route records. Do not assume that a federal beneficial-use label satisfies Alabama's definition: public-water placement must have an evidenced shoreline-restoration or marsh-creation basis to count under the reviewed statutory text. The February 2023 EIA defines 350 m by 400 mm at NRH and 500 m by 800 mm at Ranadi. Solomon Water's 2025 plan also repeats an older three-outfall basis with a 900-1,000 m by 357 mm NRH line and a 500 m by 312 mm Soap line, then separately carries USD 13.2 million for NRH and USD 23.8 million for Ranadi. Do not merge these design histories or treat the values as contracts. EIB's related facility excludes the new pump stations and sea outfalls.
