PAC's institutional page identifies it as a majority-public company exercising port authority and assigns it maintenance, operation, port-estate management, improvement, extension and operator-authorization duties. Its services page adds vessel assistance, concessions and continuous public-service obligations. The Terminal 5 record makes PAC the project client but does not transfer CHEC's construction and design scope, Inros Lackner's owner-representative role or Concrete Layer Innovations' armour-system support to the authority. The AfDB's EUR 80 million facility covers Terminal 5 and the separate Zongo access and parking works; it is not a verified CHEC contract value. PAC's 69% physical and 72% overall figures remain undated beside a stale 2021-2024 period, so they are not evidence of completion or a current opening date.
