Finance and programme pages show where a marine works need is backed by public authority or lender support. Procurement notices show whether that need has moved into a package with scope, buyer, location, deadline, and tender route. Award notices and owner or contractor releases are the stronger layer for naming delivery parties.

- World Bank, ADB, AfDB, EBRD, AIIB, CEF, port-owner, ministry, and development-agency pages help confirm why the project exists and where the money or authority sits.
- Package opportunity layer
- Specific procurement notices, general procurement notices, prequalification notices, expressions of interest, and procurement plans identify the route from programme to work package.
- Award and mobilisation layer
- Contract award notices, owner releases, contractor releases, supervision appointments, and official mobilisation updates are used before public records name execution parties.
- Marine relevance test
- Port, harbour, quay, breakwater, dredging, channel, landing-site, coastal protection, outfall, intake, reclamation, or waterfront logistics language is required before a generic infrastructure notice becomes marine works evidence.

Open source- Marine interface test
- A project enters the marine works watch only when its own documents identify a seawater intake, brine or treated-effluent discharge, offshore pipeline, diffuser, tunnel, shore crossing, dredging, cofferdam, marine ecology, or coastal construction package.
- Publication boundary
- Treatment plants, distribution networks, policy updates, and financing announcements stay outside the tracker unless that interface is documented. Scope, phase, value, mobilisation, progress, and commissioning require project-specific evidence.
