Current focus: preserve the package state
Progreso is the clearest warning against giving a whole port programme one contract status. The state-funded 2023-25 dredging phase is complete, private berth and terminal packages are moving, and the federal north-platform tender was voided after its only bid exceeded the budget. Those are three procurement records, not one project-wide award or delay.
The same discipline applies elsewhere. Luleå's 14 million m3 award follows a failed tender and redesign. Tunisia has a main dredging award alongside a separate monitoring and technical-assistance procurement. Antwerp's quay is under construction while export-system interfaces remain open. Aqaba-Amman has signed technical and legal agreements, but financial close and marine mobilisation are still separate gates.
