Argentina has signed the 25-year Vía Navegable Troncal concession after an environmental hearing, draft-document observations, a three-envelope competition, pre-award and formal award. The concessionaire has taken the commercial and organizational handover. August dredger mobilisation, reach-level depths, 1,150 navigation aids, hydrometric systems and repeat service performance are still needed to judge physical delivery.

What changed

ANPYN's November 2025 environmental-management hearing and December observations process informed the final tender but did not pre-approve every future capital campaign. The 18 December call put modernization, expansion, operation, signalling, dredging, redredging and maintenance into a toll-backed concession. The official award record documents three first-envelope bidders, two technically advanced bidders and the final ranking. Resolución 36/2026 awards Jan De Nul-Servimagnus; ANPYN's 7 July release confirms contract signature, the concession company, asset and labour transfer and a 13.5% toll reduction. Jan De Nul schedules maintenance for August 2026 and key deepening phases through 2031. Those dates remain contractor delivery statements until mobilisation, reach geometry, quantities, navigation-aid acceptance and operating performance are published. Why it matters

The corridor carries roughly 80% of Argentina's foreign trade and connects the Paraná-Río de la Plata system to Atlantic access. Its performance cannot be reduced to an award headline: morphology, recurring dredging, signalling, monitoring, tolls, labour, environmental controls and traffic continuity must work together for 25 years.

What remains open

VNT now sits at three different stages. Procurement is closed and commercial transfer is evidenced. Physical delivery still requires fleet mobilisation, section-by-section maintenance and deepening, plus commissioned buoyage and hydrometric systems. Operating acceptance will depend on published depths, traffic continuity, environmental compliance, service availability and toll oversight over time. Progress at one stage cannot stand in for evidence from another.
