The council creates bimonthly technical oversight, specialist commissions and public minutes covering navigation, completed works, maintenance, investment and traffic. It strengthens the future evidence channel but does not prove dredger mobilisation, achieved depth, buoy acceptance or operating performance.
Vía Navegable Argentina S.A. completed the administrative transfer steps, asset transfer and worker contracting, while the 13.5% toll reduction took effect. Signature establishes the operator and commercial handover; August fleet presence, measured channel geometry, accepted navigation aids and sustained service performance still require field or operating records.
The Boletín Oficial placed Jan De Nul-Servimagnus first, DEME second and rejected DTA Engenharia for the missing bid-maintenance guarantee. The award closed the competition but did not itself transfer operations or start dredging.

The pre-award recommendation followed the three-stage scoring process and remained a recommendation until the formal award resolution and later contract signature.
Jan De Nul-Servimagnus and DEME reached the economic stage after technical evaluation. Economic-envelope opening was a procurement gate, not a selected contractor, final tariff or operating commitment.
The official award record identifies offers from Jan De Nul-Servimagnus, DEME and DTA Engenharia. Bid receipt established competition, while qualification, technical merit, economics, award and signature remained open.
ANPYN issued the national and international concession tender
The final call put modernization, expansion, operation, signalling, dredging, redredging and maintenance into a toll-backed, contractor-risk procurement. Tender scope did not establish an award, final delivery sequence or field execution.
The prior-observations stage closed before final tendering
ANPYN completed the short technical and public comment process on the draft conditions and moved toward final documents. Closing consultation was a procurement-design milestone, not an environmental approval or contractor appointment.
The environmental-management hearing ran for 14 hours
ANPYN recorded 247 participants and received public and specialist input on the management and environmental-evaluation report. The informative hearing supported tender preparation; it was not proof that every future deepening activity had project-specific approval.
