Argentina’s Vía Navegable Troncal and Sweden’s Malmporten both require major dredging capability, but they buy fundamentally different outcomes. One is a 25-year navigation-service concession. The other is a time-bounded capital works programme that reached contract only after preparatory works, an over-budget tender and fairway redesign.
Contract model comparison
Similar marine capability, different commercial systems
Maintenance from August 2026; key deepening phases through 2031; service obligation across the concession term.
Delivery risk
Traffic continuity, river morphology, depth performance, monitoring reliability, stakeholder coordination, and user-charge exposure.
Sweden Malmporten
Contract model
SEK 5.7 billion public capital works contract
Marine scope
A signed remaining-works package of about 14 million m³ across fairway and harbour basin, following separately completed preparatory dredging and redesign after an over-budget tender.
Execution window
Spring 2027 to mid-August 2030, with production concentrated in ice-free seasons.
Delivery risk
Seasonal productivity, mixed geology, fleet coordination, turbidity controls, rock excavation, and deepwater-port interfaces.
What changed
Jan De Nul’s official VNT release describes a 25-year concession covering deepening, maintenance, 1,150 navigation buoys, monitoring modernization, toll collection, August 2026 maintenance start, and key deepening phases through 2031. Argentina’s award and contract-signing records confirm the public tender and concession company. For Malmporten, the Swedish Maritime Administration's 2022 market dialogue described a 22-million-m³ whole-program baseline, while a separately contracted 1.5-million-m³ preparatory package entered the water in 2024 and finished in October. The authority says the first common main tender and the deepwater-quay tender were stopped after bids exceeded budget, followed by fairway redesign and a two-stage retender. The July 2026 owner and contractor records describe the resulting SEK 5.7 billion / approximately EUR 500 million remaining-works contract for about 14 million m³, mixed soft and hard materials, a 40 km fairway, harbour-basin works, reclamation reuse, and ice-free-season execution through August 2030. The three volume figures are different scope states, not interchangeable totals.
Why it matters
Contract form changes what evidence, capital, fleet strategy, and operating capability matter. VNT exposes a concessionaire to decades of depth, traffic, toll, buoyage, and hydrometric performance; Malmporten concentrates mixed-ground production, seasonal execution, environmental control, and reclamation interfaces into a fixed works window. Treating both as generic dredging awards would misprice risk and misread supplier fit.
Decision read
What remains open
The two awards should not be grouped together simply as “large dredging”. VNT rewards lifecycle operating capability, navigation-system integration, and concession discipline. Malmporten rewards concentrated production capacity, hard-material methods, environmental control, and seasonal schedule certainty. Contractors, lenders, and suppliers need different bid teams, risk pricing, equipment plans, and performance evidence for each model.
