Tuas Phase 2 and Aqaba's Bulk Terminal tender show two current port-reading problems. For brownfield concessions, look for survey assumptions, berth and fender criteria, mooring constraints, ship-loader interfaces, construction access, maintenance reserves, and handback tests.
Keep authority-led civil works, operator-led terminal systems, concessionaire obligations, and contractor rehabilitation packages separate until the source record names each party's committed role.
Progreso now has three separate evidence positions: an initial state dredging phase recorded complete, SSA Marine Mexico's private berth works in an active stage, and a federal north-platform dredging and formation tender declared void on 8 July. Look for dredging, redredging, maintenance, signaling, buoyage, hydrometry, pilotage, toll, technology, and safety responsibilities before treating a concession as a port-access works signal.
Separate national concession or contractor evidence from CIH, Santa Cruz, bilateral toll, and cross-border navigability discussions so a regional corridor is not mistaken for a terminal-level award.
São Tomé BEFIRM adds a different port-infrastructure reading problem: the finance record names fish-landing wharves, port cabotage, cold-chain logistics, and island market access, while contractor lots and construction awards remain a separate evidence layer. For IMWO, that is enough for a confirmed finance-backed marine-infrastructure record, but package-level award claims require procurement or award evidence.
Tuvalu's Nui and Niutao record now closes the next evidence layer: Hall Pacific identifies the channel, basin, jetty, wharf, ramp, and terminal package; AIFFP and Australia confirm both harbours complete; ADB still exposes the wider programme and maintenance boundary. The useful post-handover question is whether access, navigation aids, facilities, and workboat transfers remain available under real reef, wave, sediment, and remote-maintenance conditions.

Luleå's Malmporten award adds a northern Baltic industrial-port case to the same port-access reading frame. It is not only a dredging value signal: the public source package links fairway deepening, harbour-basin works, a new deep-water harbour area, navigation aids, dredged-material reuse, ore and steel logistics, and TEN-T-backed national transport planning.
Compare it with Gothenburg's Skandia Gateway and Valencia's North Terminal before treating any single port deepening record as a simple capacity headline. The useful reader question is where the project boundary sits: fairway, berth, basin, quay reinforcement, reclamation, terminal equipment, industrial user demand, or concessionaire works.
