San Antonio clears the environmental gate before a six-way marine award

Puerto Exterior has moved from environmental review into the decisive commercial gate. Chile approved the project in May 2026, CAF signed an initial USD 50 million credit in June and six global bidders or consortia remain eligible for the USD 1.95 billion common-works package. No winner has been announced; the six-party competition, package interfaces and award sequence therefore remain the live commercial record.
Approval and financing now support the final tender phase
Puerto San Antonio controls the bidder register and common-works scope. The owner and Chilean SEA control the May 2026 environmental approval. CAF distinguishes the broader USD 150 million approval from the initial USD 50 million signed credit. Historical engineering records identify the design and modelling chain without assigning construction. No cited source names a winner, plant spread or downstream subcontractor.
Six bidders await delivery-chain allocation
The award will combine quarry and armourstone logistics, an approximately 4-kilometre breakwater, deep dredging, dredged-material reuse, reclamation, rail access and a large environmental-compliance programme. Whoever wins must integrate terrestrial supply and marine production over several years before private terminal concessions can use the common infrastructure.

Contract-chain allocation starts with the award
Van Oord, Jan De Nul and CHEC are prequalified individually. Dragados-Sacyr, CRCC and Acciona-Hyundai appear as three separate consortia. SENER, PRDW, HR Wallingford and INH form a historical design and physical-modelling chain, while CAF provides an initial financing layer. None is evidence of a 2026 construction award. The immediate signals to monitor are the evaluated winner, contract price and risk allocation, PMO appointment, financing drawdown, enabling-works notice to proceed, quarry package and dredger fleet.
