Poona's January target passed before access dredging began
TMR expected Poona's full boat-ramp package to finish by January 2026. MSQ then scheduled approach dredging and foreshore nourishment for 9-27 February and closed the ramp from 16 February while upgrade works continued. The contract disclosure rose from AUD 2,041,001 to AUD 2,448,002, but the variation scope and final account remain unpublished.
February works moved the delivery chain beyond January
TMR's contract disclosure proves the original and varied CN-23611 rows. TMR's August 2025 media alert proves the designed scope and initial January 2026 target. MSQ's closure advice names Australian Marine & Civil and the September start; Notice 059(T) proves the later February dredging and renewed closure. Notice 345 records a June navigation marker but not contract completion. No cited source proves reopening, practical completion, accepted bathymetry, nourishment acceptance, final payment or the lower-tier chain.
A marine work notice can disprove an old target without proving completion
Poona's February dredging notice arrived after the announced January completion month, leaving a direct gap between programme and field evidence. The notice proves a workfront, place and time; it does not prove achieved quantity, accepted depth, ramp reopening, practical completion or final payment. The variation row, early tender estimate, program budget and wider funding allocation also retain different commercial boundaries.

Keep Poona in construction until the owner closes the evidence chain
Australian Marine & Civil is confirmed as CN-23611 prime. MSQ's February notice is the strongest dated physical-delivery evidence: dredging about 250 metres seaward, foreshore nourishment and a renewed ramp closure. The later June beacon notice is a navigation update, not completion. The disclosed contract increase is AUD 407,001, about 19.94% over the original row, but neither its cause nor the final paid value is public. Completion should be promoted only from a dated owner reopening or completion record supported by accepted dredging, nourishment and walkway evidence.
