Identify the asset, source, date and verb: handed over, first water, civil works complete, commissioned, trialled or opened.

Performance evidence after handover.
A handover certificate can close construction without showing whether a harbour stays usable, an outfall remains within limits or a terminal can turn ships. A performance conclusion needs an accepted baseline, a defined service, a stated observation period and records of failure, maintenance and recovery.
An opening date is not an operating denominator
Name the asset, service window, capacity basis, restrictions, failures and accountable operator before turning a milestone into a reliability claim.
How a milestone becomes a performance record
The four levels are cumulative. A later level relies on the earlier one, but it answers a different question.
Record the certificate, survey, tested capacity, released depth, closed defects and exact package boundary accepted by the owner.
Use repeated observations for availability, outages, quality, throughput, usable depth, maintenance, incidents and environmental limits.
Connect reliable operation to user access, service continuity, lifecycle cost, environmental performance, recovery after events or capacity delivered.
Baseline and denominator
Fix what was accepted and what was expected to operate
Performance begins with two records that are often missing from public announcements. The acceptance baseline states the asset configuration handed to the operator. The operating denominator states when, at what capacity and for which users that asset was expected to be available. Without both, a percentage can look precise while measuring the wrong system.
Accepted configuration
Record as-built geometry, tested capacity, released depth, installed equipment, permit conditions, unresolved defects and temporary restrictions. Keep partial handover, sectional completion and whole-system acceptance separate.
Service denominator
Define scheduled hours, navigation season, tide or weather envelope, vessel class, treatment block, flow range and demand basis. State whether availability is measured against calendar time, planned service time or actual demand.
Exclusions and changes
Separate planned maintenance, owner shutdowns, force majeure, demand curtailment and third-party outages. Preserve changes to operating limits, design capacity or permit thresholds so later results remain comparable.
Three evidence layers
Condition, function and service answer different questions
PIANC's lifecycle-management guidance for port structures connects inspection, condition assessment, maintenance planning and intervention over the asset life. The 2024 ISO 55000 series also strengthens decision-making around value, risk, data and lifecycle operation. Neither framework supports treating a new asset's appearance as proof of dependable service.
Condition
Inspections, bathymetry, corrosion readings, settlement, cracking, scour, wear and component tests describe physical state. A defect count is useful only when severity, location, trend and response are recorded.
Function
Depth, flow, pressure, transfer rate, berth load, wave attenuation or power availability show whether the asset can perform its intended technical function under a stated test envelope.
Service
Availability, vessel access, throughput, water delivered, safe transfers, cancellations and user delay show whether the technical function becomes a dependable operating service.

Availability and failure
Availability is meaningful only after the service level is defined
IALA Standard S1010 links marine aids to navigation to service objectives, availability categories and risk management. The IALA NAVGUIDE explains that long-term outage and repair records are needed to represent availability. The principle extends beyond navigation aids: the metric must preserve what failed, when the service clock was running and how quickly full function returned.
Start and stop the clock
Timestamp detection, service loss, temporary restoration and full repair. Distinguish complete outage, degraded mode, capacity reduction and a redundant component failure with no user impact.
Classify the cause
Separate design, installation, material, control-system, environmental, vessel-impact, maintenance and external-supply causes. A generic fault total cannot identify where risk is accumulating.
Measure the response
Track detection time, access delay, mobilisation, repair duration, spares constraint, repeated failure and deferred work. Report both individual critical events and the observation-period series.
Test to operation
A passed test is one point on the operating curve
Performance test
State the test duration, loading, boundary conditions, instruments, tolerances and exclusions. A successful test demonstrates the specified point or envelope, not future availability.
Reliability run
Record continuous or cumulative operation, interruptions, resets, operator interventions, quality compliance and rectification during the contractual reliability period.
Operating series
Compare repeated periods using the same denominator. Explain material changes in demand, asset configuration, maintenance policy, environmental conditions and reporting method.
Four milestones that need four different follow-up records
These cases show why the same word, such as commissioned or complete, cannot carry the same operating conclusion across marine utilities, ports and island harbours.
SADDN reached Radomiro Tomic during progressive validation
The June milestone shows a connected treatment and high-head conveyance route. The next record needs accepted continuous flow at the initial 840 l/s design capacity, product-water quality, intake and return-system availability, marine monitoring and commercial-operation certification.
Hassyan commissioned the first 60 MIGD block
Block A establishes entry into service for one third of Phase 1. A performance conclusion still depends on representative uptime, outage history, product-water compliance, diffuser monitoring, intake-outfall acceptance and commissioning of the remaining 120 MIGD.
Nador West Med completed its basic marine footprint
The owner and dredging contractor support a bounded civil-completion finding. As-built bathymetry, berth release, aids and harbour systems, tug and pilot readiness, first commercial service and recurring throughput belong to the operating record.
Nui and Niutao moved into the service-and-maintenance phase
The named channels, basins, wharves, ramps and passenger facilities are documented as complete. Usable-depth surveys, navigation-aid uptime, workboat calls, weather cancellations, incident records, maintenance response and post-storm condition will show how the harbours perform.
The minimum useful operating dataset
A single update can establish a milestone. Performance needs a series with a stated denominator and owner or operator context.
Availability
State the observation period, planned and unplanned downtime, service cancellations, outage cause, recovery time and the asset or block included.
Condition and geometry
Use hydrographic surveys, structural inspections, defect logs, sediment change, fender and bollard condition, aid availability and repair close-out.
Quality and environment
Track accepted water quality, discharge or diffuser results, turbidity, incidents, permit limits, monitoring frequency and any corrective action.
Service and users
Measure vessel calls, throughput, passenger or cargo movements, transfer safety, dependable access, queue time and service continuity after severe weather.

Skinners Pond wharf 401 carries two official scope baselines
DFO's August 2021 environmental assessment described an approximately 50-metre same-footprint copewall with no excavation. The September tender and July IFC drawings instead include dredging and excavation, a pile-in-place reinforced-concrete copewall and an approximately 65.93-metre rehabilitated wall. Kildare Construction later received the CAD 1,099,800 award, but the public record located does not explain the scope difference or confirm close-out.

Find a Tender fixes Bullo Limited's original GBP 392,500 contract through 26 June. Bristol Harbour Authority later scheduled Baltic Wharf dredging in late July and again from 10 to 17 August, with a floating pipeline and Bullo call sign. The public chain shows a live delivery question, not a proven extension or completion.

The evidence supports award, not mobilisation or dredging progress.

None of the cited records supplies the physical and commercial close-out evidence needed to call the harbour work complete.

CanadaBuys confirms Superior Contracting Ltd. at CAD 1,264,230 for the Cheticamp Jobs Wharf package. The tender joins timber-pile wharf demolition, harbour-bottom dredging, designated disposal, breakwater raising and repair, upland grading, floating docks, strongarms, gangways, concrete works and electrical reinstatement. Its published contract window ended on 31 March 2023; federal public records supply no accepted quantities, commissioning certificate, owner handover or final account.

Techint's 23 June account confirms first water at Radomiro Tomic during hydraulic tests and progressive validation. Still absent are accepted continuous flow, representative water-quality results, intake availability, brine-dispersion monitoring, power and pumping reliability, service to the other two mining divisions, final completion and commercial-operation certification.
