A handover certificate can close construction without telling us whether a harbour stays usable, an outfall performs within limits, or a terminal can turn ships. The records below separate the first public milestone from the operating evidence that must follow.

How a milestone becomes a performance record
The four levels are cumulative. A later level relies on the earlier one, but it answers a different question.
Record the certificate, survey, tested capacity, released depth, closed defects and exact package boundary accepted by the owner.
Use repeated observations for availability, outages, quality, throughput, usable depth, maintenance, incidents and environmental limits.
Connect reliable operation to user access, service continuity, lifecycle cost, environmental performance, recovery after events or capacity delivered.
Four milestones that need four different follow-up records
These cases show why the same word, such as commissioned or complete, cannot carry the same operating conclusion across marine utilities, ports and island harbours.
SADDN reached Radomiro Tomic during progressive validation
The June milestone shows a connected treatment and high-head conveyance route. The next record needs accepted continuous flow at the initial 840 l/s design capacity, product-water quality, intake and return-system availability, marine monitoring and commercial-operation certification.
Hassyan commissioned the first 60 MIGD block
Block A establishes entry into service for one third of Phase 1. A performance conclusion still depends on representative uptime, outage history, product-water compliance, diffuser monitoring, intake-outfall acceptance and commissioning of the remaining 120 MIGD.
Nador West Med completed its basic marine footprint
The owner and dredging contractor support a bounded civil-completion finding. As-built bathymetry, berth release, aids and harbour systems, tug and pilot readiness, first commercial service and recurring throughput belong to the operating record.
Nui and Niutao moved into the service-and-maintenance phase
The named channels, basins, wharves, ramps and passenger facilities are documented as complete. Usable-depth surveys, navigation-aid uptime, workboat calls, weather cancellations, incident records, maintenance response and post-storm condition will show how the harbours perform.
The minimum useful operating dataset
A single update can establish a milestone. Performance needs a series with a stated denominator and owner or operator context.
Availability
State the observation period, planned and unplanned downtime, service cancellations, outage cause, recovery time and the asset or block included.
Condition and geometry
Use hydrographic surveys, structural inspections, defect logs, sediment change, fender and bollard condition, aid availability and repair close-out.
Quality and environment
Track accepted water quality, discharge or diffuser results, turbidity, incidents, permit limits, monitoring frequency and any corrective action.
Service and users
Measure vessel calls, throughput, passenger or cargo movements, transfer safety, dependable access, queue time and service continuity after severe weather.
