Three Atlantic Canada wharf awards expose the same close-out blind spot
Three federal awards place very different Atlantic fishing-harbour packages under named primes: Brian MacGillivary Construction at Pugwash, Bulldog Contracting at Harbour Grace and Landco Construction at Petit-Cap. Together they cover floating access, timber cribwork, Berlin-wall construction, dredging, concrete, armour stone and utilities. Procurement transparency stops one tier below the prime
Pugwash's CAD 516,100 package centres on floating docks and a small dredging interface; Harbour Grace's CAD 7.05 million award combines timber cribwork, a finger pier and -3.0 metre dredging; Petit-Cap's CAD 3.08 million contract uses a Berlin-wall solution with cofferdam and environmental controls. Comparing them only by award value hides the different acceptance chains and supplier markets.

A common evidence model makes unlike projects comparable
Prime-contract relationships are confirmed, while dredging, float, steel, timber, concrete, electrical, survey and marine-plant lower tiers remain unidentified. Award terms, physical delivery and commercial close-out require separate evidence for each harbour.
