TMR confirms that Newell Beach's ramp, fixed walkway, fishing platform, rock wall and dredged all-tide access were complete in May 2022. The commercial record is less closed: CN-17011 rose from AUD 2,560,154 to AUD 2,603,835 after a disclosed variation; RECS held a separate AUD 44,000 inspection contract; and completion reporting used an AUD 3.5 million whole-facility figure. None is a public final account.

TMR's annual report proves May 2022 completion and completed scope. The official contract disclosure proves the original and varied CN-17011 values and the separate RECS inspection contract. MSQ's navigation notice proves the announced construction window, dredged-channel purpose and 24 m by 8 m spudded-barge context. EQ Resources is primary evidence for its own 7,500-tonne supply statement. No cited record provides final payment, variation detail, accepted dredging quantities or a subcontract register.

A completed asset still needs contract-boundary discipline

Small marine projects often publish several apparently competing values: program allowances, initial award announcements, amended contract disclosures, owner-side service packages and completed-facility costs. Treating them as one number conceals scope boundaries and produces false cost benchmarks. Newell Beach also shows how a named inspection consultant and material supplier can be recovered even when the subcontract register remains unavailable.

EQ Resources' 7,500-tonne statement identifies a real supply-chain participant but does not disclose its tier, exact material specification, installed allocation or accepted quantity.
