Gobernacion de Narino signed Tumaco Phase I access-channel deepening contract GN2862-2026 with Consorcio Puerto Tumaco II for COP 26.826 billion on 22 July. SECOP confirms the 75/15/10 legal member chain, but the contract has no public start date, invoice or payment and the COP 999.999 million independent-supervision process remains unawarded. The evidence supports award, not mobilisation or dredging progress.

The third public procurement iteration now has a signed contract

SECOP II controls the works award, contract, member composition, file inventory and current unawarded supervision process. The public archive retrieval endpoint did not make the named technical files readable during review, so design geometry and quantities remain open. Historic maintenance figures are separate context. No cited source proves mobilisation, field work, dredger assignment, member self-performance or lower-tier subcontracting.

The control package still trails the works award

LP008-2026 follows two earlier SECOP portfolios that show no award. The current record resolves the prime-contract and consortium identities, yet the operational chain stops there. Without a notice to proceed, supervision appointment, dredger, baseline survey or accessible technical annex, treating the project as active dredging would collapse procurement status into field status.
