Nariño has contracted Phase I deepening of the Tumaco port access channel after two earlier SECOP procurement records ended without an award. Contract GN2862-2026 was signed on 22 July 2026 with Consorcio Puerto Tumaco II for COP 26.826 billion and an eight-month term. SECOP records Proyectos y Desarrollos de los Andes SAS as 75% member and leader, JTEC as 15% and MVG Colombia as 10%. The contract ledger still has no start date, invoice or payment, while the separate COP 1.0 billion supervision process remains unawarded; mobilisation, dredger, measured quantities and lower tiers remain unpublished.

SECOP's document inventory records the adjudication resolution uploaded on 15 July, the selected Consorcio Puerto Tumaco II and the signed contract documents uploaded on 21 July. The electronic contract ledger records signature on 22 July at COP 26.826 billion. Earlier LP004-2024 and LP006-2025 records carried COP 29.055 billion and COP 29.997 billion base prices respectively and show no award; they are prior procurement iterations, not additional contracts.

The electronic contract ledger states an eight-month term and a current end date of 21 March 2027. Its start-date field is blank and it reports zero invoiced and zero paid. Phase I capital deepening of the access channel to the Port of Tumaco, together with socio-environmental and archaeological management framed by Environmental Licence No. 196 of 2023. SECOP's public file inventory identifies prior studies, additional technical information, a technical annex, adjudication resolution, contract and economic offer. The archive files themselves were inaccessible through the public retrieval endpoint during review, so current design depth, dredge prism, sediment volume, dredger class, material destination and priced bill are not claimed here.
