Ocean City has a mobilized 1.6-million-cubic-yard contract, Carolina and Kure beaches have nearly 2 million cubic yards placed, and St. Joseph is monitoring nearshore movement. Each sits at a different point between planned quantity and an accepted coastal outcome.
A contract quantity is the first boundary, not the result
Ocean City and Peck Beach shows the distinction clearly. The current USACE contract calls for more than 1.6 million cubic yards of offshore sand to be pumped and graded between 12th Street and the Seaview Road groin area. The dredge Illinois had mobilized at the 10 July 2026 reporting boundary.
That establishes the contractor, plant, borrow route, placement reach and intended beach template. It does not establish first production, cumulative placement, the minimum 100-foot berm at elevation +8.0 feet NGVD, restored access, completion or owner acceptance.
The project history adds another trap. Ocean City reports 1.5 million cubic yards placed in the completed 2022-23 cycle, plus a separate stockpile. Those measured historical quantities cannot be carried into the 2026 contract. Every nourishment cycle needs its own production and acceptance ledger.

Nourishment evidence from source to coastal outcome
A nourishment package moves from an intended quantity to an operating coastal asset through material, production, geometry, workfront and performance evidence.

Qualified material source
The material route is defined by the borrow area or dredging reach, sediment suitability, permits, environmental windows and approved receiving destination.
The material has a lawful and technically suitable route from excavation to placement.

Scope and measured production
Production evidence combines contractual quantity, daily dredger output, pipeline delivery, measured placement, stockpiles and any rejected or diverted material.
Planned volume and achieved volume remain auditable rather than interchangeable.

Receiving beach geometry
The receiving-beach record covers elevation, width, profile, chainage, tolerances and transitions at structures and project limits.
Accepted geometry shows that delivered sediment formed the designed asset.

Temporary works closeout
Pipeline and booster removal, access restoration, work-area clearance, environmental close-out and unresolved punch-list items constitute the close-out record.
Demobilization closes the construction workfront without hiding residual obligations.

Navigation depth, beach protection, sediment bypass and habitat creation sit on separate acceptance records because each outcome has a different performance basis.
One measured quantity cannot prematurely close several different public outcomes.

Four acceptance records
The same sediment volume can close different operating records
Ocean City, St. Joseph and Buffalo show why production, receiving geometry and later performance need separate evidence even when dredged sediment supports a coastal purpose.
Placement completion and physical close-out record different milestones
At Carolina and Kure beaches, Wilmington District reported nearly 2 million cubic yards placed across approximately six miles by 23 April 2026. Norfolk Dredging had completed sand placement at Kure Beach and moved into pipeline and equipment removal.
The public record therefore supports a completed placement claim and an active demobilization phase. Access restrictions, booster removal and pipe dismantling continued after the last sand was placed. The shoreline was also expected to change from a wide, flat construction profile as wind, waves and tides reshaped it.
For operators and local partners, close-out still has practical evidence: cleared work areas, restored public access, completed survey records, environmental compliance, punch-list closure and the accepted handover date. A photograph of an empty beach provides field context, but it is not the whole completion file.
Nearshore placement adds a performance question
St. Joseph Harbor links navigation dredging to a monitored coastal placement. The 2026 plan calls for about 83,000 cubic yards to move through a submerged pipeline to a perpendicular nearshore placement roughly half a mile south of the harbor.
ERDC is monitoring turbidity, bathymetry, sediment movement and shoreline response. Those observations test whether the placement geometry behaves as intended under Lake Michigan wave conditions. Quantity placed and channel dredging completion do not, by themselves, prove a beneficial shoreline response or justify repeating the method.
Ocean City Inlet provides the planning-stage comparison. Baltimore District assigned MURDEN to remove approximately 15,000 cubic yards from two shoaling areas and use the authorized split-hull route south of the inlet offshore Assateague Island. That fixes the intended bypass destination, while measured 2026 excavation and route-specific placement remain unpublished.
The result therefore closes on two tracks: accepted navigation geometry in the federal channel and measured movement at the receiving shoreline. Mixing them into one completion percentage would hide whether the harbor and coastal objectives both performed.
Habitat placement has another downstream handover
Buffalo Harbor's 2026 contract plans approximately 190,000 cubic yards across two destinations: about 110,000 cubic yards to confined disposal facility #4 and about 80,000 cubic yards to Shipping Slip 3. The Slip 3 material is one contribution toward a future 6.7-acre wetland.
Route-specific receipts can close the dredging contract without proving a completed wetland. Slip 3 still requires the intended fill level, habitat features, planting and later ecological monitoring. A single total dredged quantity cannot close both the navigation and habitat records.
Beachfill, nearshore bypass and wetland creation can all be beneficial uses of suitable sediment. Their acceptance evidence differs because the receiving geometry, public function and monitoring period differ.
Close-out depends on material and geometry reconciliation
A dependable nourishment record begins with the borrow source, sediment suitability, permit conditions and contractual quantity. It then reconciles dredger production, pipeline delivery, measured placed quantity, losses or stockpiles, beach reaches and the date each reach entered grading.
Geometry closes separately. Surveyed elevation, berm width, dune or nearshore profile, transitions at groins and project limits, tolerances and any corrective grading show whether the sand formed the asset that was designed. Demobilization, access restoration and environmental close-out show whether the temporary marine works were properly removed.
A final operational statement needs to identify the milestone actually reached. Contract award, plant mobilization, quantity placed, design-profile acceptance, demobilization and post-placement performance are distinct records; none establishes the others.
Coastal performance remains a dated observation
Nourished beaches are intended to change. Wind, waves, tides and storms redistribute the constructed profile, while nearshore placements may move toward, along or away from the target reach. That means the first accepted survey is a baseline rather than a permanent shape.
Post-work monitoring should state the survey date, storm history, measured erosion or accretion, repairs and the boundary of the conclusion. A project can be contractually complete while its long-term performance remains under observation.
For IMWO records, the accountable claim is therefore not simply that nourishment is finished. It is which quantity was accepted, which geometry was released, whether the workfront was cleared and what later evidence exists for coastal response.
