Apia's 100-metre breakwater moves to the July 2027 critical path

Samoa Ports Authority's July-December 2024 monitoring report placed CHEC's Section 3 breakwater and whole-project completion in December 2026. The later implementation baseline moves the 100-metre breakwater works to mid-July 2027, followed by a one-year defects period. Sections 1 and 2 had June 2026 close-out and handover expectations, but no later signed acceptance certificate was published.
The marine critical path moves about seven months
The SPA monitoring report contains the earlier milestone table and named CHEC consultant chain. ADB's project and IATI records give the later package status, financing and mid-July 2027 forecast. June 2026 dates are expectations, not achieved milestones.
Landside close-out cannot substitute for harbour protection
Apia handles almost all of Samoa's international trade, and the breakwater is the package intended to control seasonal-wave exposure and climate risk. The X-ray building is operating, terminal works are near close-out and two tugboats are separately procured, but none of those milestones proves that the port's core wave-protection asset has been reconstructed or accepted.

June 2026 milestones now need acceptance evidence
The 2024 report's updated milestone table is valuable because it names CHEC, Beca and the earlier December 2026 contractor estimate. The later ADB record is stronger for the current forward schedule: Section 1 quality-assurance documentation and Section 2 handover were expected in June 2026, while Section 3 is now expected in mid-July 2027 with a further year of defects liability. Because the June dates have passed, they should be treated as unverified expectations until signed close-out and handover records appear. The current source set also names Think Environment Consult and INSPIRE Consult inside CHEC's environmental and quarry-consultation chain, but publishes no specialist package values or evidence that either firm carries the physical breakwater installation scope.
