Niagara fish passage closes construction, not monitoring

USACE has completed the USD 13.4 million, 778-foot Emerald Shiner Fish Passage along Freedom Park's Niagara River seawall. Field measurements reportedly kept velocity below the shiner swimming threshold, while observed fish use remains an early result rather than a seasonal performance record.

The 700-foot full phase finished in May

The official completion release reports the combined USD 13.4 million cost, 778-foot extent, May 2026 construction finish, a ribbon-cutting on 23 July, field velocities below the shiner threshold and initial fish observations. Earlier USACE releases establish the USD 11.8 million Bidco full-phase contract, March 2025 mobilization, the 700-foot wall-repair and baffle scope, and the 78-foot demonstration completed in 2022. The velocity statement is a project-specific field result; the biological observations remain preliminary.

The seawall now carries a measured hydraulic function

The project turns a hardened, high-velocity river edge into a hydraulic habitat corridor by combining structural wall repair with concrete-filled baffles. The completion evidence connects installed geometry to a measured flow criterion, giving Great Lakes shoreline and waterworks teams a defined performance boundary. It does not improve a navigation channel.

Fish observations still need a time series

The strongest post-construction evidence is the reported field measurement showing velocities below the shiner swimming threshold. USACE also observed shiners moving through in the hundreds and common terns feeding along the seawall. Those observations support the design logic; seasonal passage rates, population recovery, structural durability and removal of the Niagara River habitat impairment remain unverified.
