SEPCOIII reported full rated output and specific power use at Rabigh 4. SWPC has not published commercial-operation confirmation, and the public record does not close final intake, outfall, storage or receiving-water acceptance.
The test is a real milestone
SEPCOIII says Rabigh 4 completed its performance test on 19 February 2026 at the plant's 600,000 m3/day design capacity. The contractor reported specific power use of 2.712 kWh/m3, or 2.659 kWh/m3 after photovoltaic generation. Those figures make the result auditable: they put a date, output and energy basis against an integrated EPC test rather than a construction percentage.
They do not put Rabigh 4 into commercial operation. The notice comes from the EPC contractor, while Saudi Water Partnership Company is the offtaker and the party whose acceptance matters to the water-purchase term. No SWPC commercial-operation certificate or equivalent owner notice is public. The project should therefore stay at commissioning in a source-led record.

Identify whether the milestone comes from the EPC contractor, developer, owner, offtaker, regulator, lender or independent evaluator.
Issuer authority is matched to the decision being claimed.

State the tested block, duration, output, water quality, energy basis, operating mode and included shared systems.
Performance results stay within the equipment and period actually tested.

Close the physical marine system
Require final surveys, alignments, levels, structures, joints, pressure or leak tests, intake availability, outfall hydraulics and diffuser condition.
As-built and integrity evidence supports the permanent sea connection.

Confirm integrated availability
Check treatment trains, intake, outfall, power, storage, transfer and control systems together at the accepted duty.
Shared assets and downstream interfaces support the declared capacity.

Look for provisional acceptance, completion certificate, commercial-operation certificate, operating release and any unresolved conditions.
Accountable contract acceptance closes the commercial milestone.

The sea connection carries a different test burden
Modern Marine's project record gives the seawater system a 1,500,000 m3/day intake and a 900,000 m3/day outfall. Both flows are larger than the plant's product-water output because the process draws feedwater and returns a concentrated stream. A full-output plant test necessarily uses that system, but it does not publish the marine close-out behind it.
The missing record includes final alignment and levels, intake-screen and pump availability, pipe integrity, diffuser condition, outfall hydraulics, as-built surveys and environmental acceptance. Storage also sits outside the headline power-use result. A test can show that the plant ran at rated output for the prescribed period while final handover documents, punch-list closure and long-run receiving-water performance remain open.
Hassyan and SADDN are two other middle states
DEWA has placed Hassyan Block A, the first 60 MIGD, into its installed-capacity record. That is stronger than a test notice for the named block. It still leaves another 120 MIGD in delivery and does not extend Block A's status to every shared intake, outfall and diffuser obligation. Full-phase acceptance needs the remaining blocks and common marine system to work together.
SADDN reached a different point when desalinated water arrived at Codelco's Radomiro Tomic reservoir. Water had crossed the Pacific intake, treatment plant, pumping stations and more than 160 km of high-head conveyance. Techint still described progressive commissioning and interface validation. First water proved route continuity; it did not declare accepted 840 l/s service or the start of the BOOT operating term.
A commercial-operation date closes more, but not everything
ACWA's current Taweelah RO profile supplies the later-stage statement missing at Rabigh 4: commercial operations from Q1 2024. That supports an operating classification for the 200 MIGD plant. Earlier ACWA reporting also recorded phased production and a Group 2 commercial-operation certificate before the current full-project status.
Even here, the public marine file is incomplete. The environmental appendices contain proposed intake and outfall layouts and bid-stage flow assumptions, not final as-built geometry or a current condition survey. Commercial operation answers the plant-status question. It does not give a repair contractor the route, depth, joint, diffuser and condition data needed to price work on the sea connection.
Completed works can still deliver mixed outcomes
South Tarawa provides the long view. ADB records its three ocean-outfall civil package complete in August 2018, testing and commissioning in the second quarter of 2019, and whole-project physical completion at the end of that year. The assets are not pending construction.
ADB's later completion and independent evaluation records still found mixed water-quality and service outcomes. That does not undo the outfalls. It separates civil completion and commissioning from operating capability and measured outcome. The last two depend on maintenance, staffing, monitoring, network connections and repeated performance after handover.
Read the acceptance chain in order
For Rabigh 4, the next decisive publication is not another progress photograph. It is an accountable owner or offtaker record that identifies accepted capacity, the commercial-operation date and any conditions attached to handover. The marine file should then show the as-built system, accepted hydraulic tests and receiving-water compliance at representative operation.
Until those documents appear, the fair conclusion is narrow. Rabigh 4 has passed a reported full-capacity EPC performance test. That result materially advances commissioning and provides a strong process-performance reference. It is not public proof of commercial operation or final marine acceptance.
