Contract route
ADB-supported international competitive bidding split the main works between ICB01 for sewerage and saltwater-system rehabilitation and ICB02 for the ocean outfalls. The original outfall concept required redesign and retendering before the ICB02 award on 29 July 2016; supplemental ADB financing covered the resulting cost increase.

Independent validation rated the completed project less than successful

The January 2024 completion report identifies CCB Envico as contractor for the two major civil packages, records redesign and retendering of the outfall scope, separates August 2018 civil completion from Q2 2019 testing and commissioning, and records physical completion on 31 December 2019. It also reports mixed water-quality conformance and partially achieved outcome indicators. ADB's October 2024 independent validation rates the overall project less than successful; that evaluation does not reverse physical completion, but it prevents the completed works from being presented as complete outcome proof.
