South Tarawa sanitation and three-ocean-outfall rehabilitation
South Tarawa's ADB-financed sanitation programme rehabilitated sewerage and saltwater systems and rebuilt three ocean outfalls serving Betio, Bairiki and Bikenibeu. ADB's completion report records the outfall package awarded on 29 July 2016, civil work completed in August 2018, testing and commissioning in Q2 2019, and whole-project physical completion on 31 December 2019. The same report keeps delivery and outcome separate: the infrastructure was complete, but access and water-quality indicators were only partly achieved, and ADB's independent validation later rated the project less than successful.

ADB's live project page controls project status, financing, package completion dates and the statement that the three ocean outfalls were completed. The January 2024 completion report identifies CCB Envico as contractor for the two major civil packages, records redesign and retendering of the outfall scope, separates August 2018 civil completion from Q2 2019 testing and commissioning, and records physical completion on 31 December 2019. It also reports mixed water-quality conformance and partially achieved outcome indicators. ADB's October 2024 independent validation rates the overall project less than successful; that evaluation does not reverse physical completion, but it prevents the completed works from being presented as complete outcome proof.
