South Tarawa's three outfalls are built; operating outcomes remain mixed
ADB records South Tarawa's Betio, Bairiki and Bikenibeu ocean-outfall package completed in August 2018 and commissioned in Q2 2019. The 2024 completion and validation record still separates that achievement from mixed water-quality results, partly achieved access outcomes and long-term operating capacity.
What changed
ADB's January 2024 completion report identifies the contractor, the outfall redesign and retender, July 2016 award, August 2018 works completion, Q2 2019 commissioning and December 2019 whole-project physical completion. The live project page corroborates the three-outfall package and closed status. ADB's October 2024 independent validation rates the overall operation less than successful, supporting physical completion but not successful water-quality, access or institutional outcomes.
Why it matters
Island outfalls are often reported at one headline date, but the evidence chain is longer. South Tarawa required redesign and retender before award, then civil completion, testing, environmental licensing, plume monitoring, network connections, maintenance capability and outcome review. A completed offshore asset can therefore be real and valuable while the public-health and receiving-water case remains qualified.

What remains open
South Tarawa's three outfalls are completed physical assets, but ADB's later evaluation shows that construction and sanitation outcomes diverged. Operating performance now depends on the final pipe and diffuser configuration, discharge authorization, hydraulic and receiving-water results, functioning sewer connections, overflow reduction and measured service coverage. Staffing, spares, preventive maintenance and a recurring monitoring budget are equally important. The assets can remain recorded as delivered while system performance and sustained operations are reported separately.
