South Tarawa's three ocean outfalls reached civil completion in 2018
ADB records civil completion of South Tarawa's Betio, Bairiki and Bikenibeu ocean outfalls in August 2018 and commissioning in Q2 2019. Its 2024 completion and validation reports pair that delivery record with mixed water-quality results, partly achieved access outcomes and continuing operating-capacity constraints.
Three outfalls reached civil completion
ADB's current Kiribati IATI activity file provides a content-readable machine record for project 43072-013, including the outfall award and August 2018 completion, water-quality indicators and the requirement for continued monitoring. ADB's January 2024 completion report identifies the contractor, the outfall redesign and retender, July 2016 award, August 2018 works completion, Q2 2019 commissioning and December 2019 whole-project physical completion. The live project page corroborates the three-outfall package and closed status. ADB's October 2024 independent validation rates the overall operation less than successful, supporting physical completion but not successful water-quality, access or institutional outcomes.
Connections, maintenance and monitoring drive service outcomes
South Tarawa's package moved through redesign, retender, construction, testing and environmental licensing. The later service record depends on connected sewers, hydraulic performance, plume monitoring, maintenance capability and reductions in overflow and public exposure.

Operations depend on maintenance and monitoring
ADB confirms the three outfalls as completed physical assets and reports weaker results elsewhere in the sanitation system. Operating performance now rests on the final pipe and diffuser configuration, discharge authorization, receiving-water results, functioning connections and measured service coverage. Staffing, spares, preventive maintenance and a recurring monitoring budget remain part of the asset outcome.
