SADDN has produced first water, Hassyan is commissioning in blocks, Tuvalu has handed over named harbour assets, and Nador West Med has completed basic port infrastructure. None of those milestones closes every marine, terminal or operating interface.
Give each milestone only the claim it closes
Marine infrastructure is delivered as a chain of connected but separately controlled systems. An intake tower can be installed before the pipeline is hydraulically available. A desalination block can enter service while later blocks and shared marine assets remain in commissioning. A named harbour can open while a wider financing programme continues. Breakwaters and quays can be complete while the port still lacks accepted depths, harbour services, terminal systems, trained operating teams, and a first commercial call.
A milestone carries only the weight of its source. A material change needs a dated event, the physical or commercial boundary it alters, the former conclusion it replaces, the conclusion now justified, and the next acceptance event still open. That preserves both market value and credibility.

First water proves route continuity, not mature service
Techint reported on 23 June 2026 that desalinated water reached the new Radomiro Tomic reservoir through SADDN's integrated seawater-intake, desalination, power, pumping, and long-distance conveyance system. The event matters because water crossed the coast-to-mine route during construction and commissioning, more than 160 kilometres of pipeline and roughly 3,000 metres of elevation gain. It advances the record beyond isolated component construction.
The same source describes hydraulic testing, technical verification, and progressive validation of systems and interfaces. It therefore does not establish accepted continuous output at 840 litres per second, representative product-water quality, intake and brine-return availability, reliable high-head pumping, supply to all three mining divisions, or commercial operation. First water closes a continuity gate while leaving performance and acceptance open.
Commissioning can be valid for one block and incomplete for the system
DEWA's May 2026 results state that Block A of Hassyan's seawater reverse-osmosis plant was commissioned and added 60 MIGD to installed capacity. This is stronger than a construction percentage because a named block entered the utility capacity record. It changes Hassyan from an advanced-construction story into a phased commissioning and early-operation record.
It does not automatically accept the remaining 120 MIGD, the complete intake and outfall network, diffuser performance beside the adjacent power-plant discharge, marine water quality, future expansion capacity, or reliability over time. Block A's operating status cannot be extended to the rest of the plant until the owner or accountable operator accepts the shared systems and remaining capacity.
Completion and handover must stay attached to named assets
Australia, AIFFP, ADB, and Tuvalu reported the Nui and Niutao harbour development complete in February 2026, after Nui had already opened in June 2024. That supports completion of two named climate-resilient boat harbours and their access, jetty, wharf, ramp, passenger, cargo, navigation, safety, and shoreline interfaces. It also establishes that the assets moved from construction into use.
The wider ADB programme remains a separate administrative and close-out record, while long-term channel condition, navigation-aid uptime, maintenance responsibility, transfer reliability, safety outcomes, and post-storm resilience require operating evidence. Asset completion is a legitimate outcome; it should not be expanded into programme close-out or sustained performance without the records that prove those claims.
Completed marine civil works do not open a port
Morocco's Royal Office reported Nador West Med's basic port infrastructure complete in January 2026, including 5.4 kilometres of breakwaters and 4 kilometres of quays, and set a fourth-quarter 2026 operational-launch target. The statement materially reduces uncertainty around the heavy marine base and shifts attention from principal civil production to interface acceptance and service activation.
The East terminal's financing and commissioning path, the West terminal's later programme, towage, pilotage, VTS, aids to navigation, hydrographic acceptance, security, emergency response, digital systems, equipment, staffing, trial calls, and first commercial service remain distinct. A completed civil footprint can be necessary for opening without being sufficient for it.
Change history carries commercial value
Project updates matter commercially when they reveal the next workfront or transfer of risk. First water shifts attention toward reliability, integrity, water quality, and operations support. Block commissioning exposes remaining capacity and shared-asset acceptance. Named-harbour completion moves demand toward surveys, maintenance, navigation aids, and asset management. Civil completion moves a port programme toward terminal systems, harbour services, staffing, trials, and operating approvals.
A source-bound change history preserves those transitions instead of overwriting them in one status field. It records the dated change, the conclusion it alters and the unresolved decision. That is more specific than a generic progress percentage and more defensible than a headline that silently promotes one milestone into total completion.
