Port of Turku is rebuilding its passenger harbour through separately procured marine, building, passenger-access and field packages. Terramare completed and handed over the new S1 pier in June 2026 after heavy piling, concrete, underwater erosion-protection and linkspan work. Oteran is renewing about 11 hectares of operational field area, and Skanska holds both the joint passenger-terminal contract and a separate turnkey passenger-gangway and three-bridge package. S1 handover is a civil completion milestone, not operational opening: the first Tallink Silja call is scheduled for March 2027. Quay S2 remains a later refurbishment package targeted for 2028.

Contract route
Port of Turku is delivering the programme through discrete contracts. TED award notices record EUR 20.55 million for Terramare's S1 pier package and EUR 14 million for Oteran's field-area project-management contract. Owner releases separately identify Skanska's terminal and S1 passenger-access contracts, Ramboll CM's S1 supervision role, Weasel Software's passenger and traffic-management system and ARE's HVAC package. The Port timeline identifies the S2 procurement launch in spring 2026 but names no contractor as of 5 August 2026.
Execution window
S1 construction began in late 2024, was handed over on 15 June 2026 and is scheduled for operational use in March 2027. Field works started in September 2025 and are staged through January 2028. The joint terminal is scheduled for completion in early 2027 and use from March 2027. S1 passenger-access works were scheduled through 21 December 2026. Quay S2 is targeted for completion and use during 2028.
Works package
The completed S1 package covers the new pier and equipment, main deck ramp, passenger-walkway foundations and S2 test piling. The owner records extensive steel piling, about 12,000 m3 of concrete, about one million kilograms of reinforcement, underwater works and a cast erosion-protection slab requiring substantial diving. The field contract covers earthworks, water and electrical systems, lighting, small buildings, shelters and other infrastructure over about 11 hectares inside the ISPS area. The separate passenger-access package covers design, construction, building services and hydraulics for one gangway and three boarding bridges. S2 will refurbish the existing quay and is intended to incorporate existing Viking Line automooring equipment, but its executing contractor was not confirmed.
Marine interfaces
The operating system joins a piled passenger-ferry pier, hydraulic vehicle ramp, fenders and mooring, passenger gangways and bridges, ship-clearance envelopes, terminal circulation, cargo and passenger yard flows, drainage, utilities, security controls and live-port access. S1 can be structurally accepted while remaining unavailable to vessels until the terminal, passenger access, traffic systems and operational procedures are integrated and commissioned.
Commercial evidence boundary
The two public TED awards total EUR 34.55 million: EUR 20.55 million for S1 and EUR 14 million for the field-area contract. This is a disclosed-contract subtotal only. It excludes the terminal, passenger-access, systems, S2 and external traffic works and does not establish the approved programme budget, variations, payments, final accounts or package-level savings.
