Bujumbura Port cannot be read as a single completion percentage. The active AfDB/EU Phase I package covers the protective dike, dredging, quays, marine dock, roads, and equipment; a separate JICA package was handed over in October 2024; and a UNDP/EU engineering study presented in March 2026 defines a further climate-resilience planning track.

Contrecœur has finance, a named marine-delivery joint venture, a 300-tonne crane, and quay-wall sheet piles arriving on site. Those are meaningful readiness signals, but the owner's detailed works record still stops short of proving sheet-pile driving, dredger mobilisation, or accepted vessel access. The marine package should now be tracked through physical and contractual gates rather than the broad label of construction start.
