The Montreal Port Authority is developing a 1.15 million TEU container terminal at Contrecœur, about 40 kilometres downstream from Montreal. Site preparation began in October 2025, a 300-tonne marine-construction crane was assembled in June 2026, and the official works log recorded a 13-15 July 2026 window for quay-wall sheet-pile delivery and storage. Works package

The environmental assessment describes dredging to -11.0 metres Chart Datum along the wharf approach and evaluates mechanical and hydraulic methods; it is an assessment basis, not public proof of the selected execution method or completed dredging.
Marine interfaces
The marine package joins sheet-pile and anchor systems, quay construction, dredging, sediment storage and routing, hydrographic control, vessel access, an active industrial-port zone, fish-habitat protection, copper-redhorse commitments, wetland and aquatic-vegetation follow-up, complaint reporting, and a landside terminal delivered on a separate commercial track. The owner must manage these interfaces within the amended federal decision statement, Fisheries and Oceans Canada authorization, monitoring programmes, compensation plans, and communication protocols while preserving a traceable boundary between preparatory activity and accepted marine assets.
Commercial evidence boundary
The CAD 1.16 billion CIB commitment is a loan to the Montreal Port Authority, not a disclosed total project cost or construction-contract award. Federal and Quebec contributions, CIB debt, future port revenues, and private-terminal-operator participation sit in different funding and repayment layers. The owner-led in-water package and DP World-led landside path create a material handover risk: quay geometry, dredged access, utilities, rail and yard interfaces must be sufficiently defined and accepted before terminal systems and 40-year operations can perform as intended.
