Contrecœur now turns on proving the quay-and-dredging start
Contrecœur has finance, a named marine-delivery joint venture, a 300-tonne crane, and quay-wall sheet piles arriving on site. Those are meaningful readiness signals, but the owner's detailed works record still stops short of proving sheet-pile driving, dredger mobilisation, or accepted vessel access. The marine package should now be tracked through physical and contractual gates rather than the broad label of construction start.
What changed
The Montreal Port Authority records site preparation from October 2025, a 300-tonne marine-construction crane ready in June 2026, and a 13-15 July 2026 window for quay-wall sheet-pile delivery and storage. Its documentation centre also exposes annual reports, monitoring programmes and reports, compensation plans, communication protocols, complaint summaries, and monthly noise and air-quality data as the compliance-source layer. The CIB says critical in-water works began in October 2025 and identifies dredging, quay walls, and vessel-access infrastructure under the Pomerleau-Aecon joint venture. DP World's September 2025 agreement, however, still placed final terminal design and the construction and operating agreement on the 2026 work programme. IAAC and Fisheries and Oceans records establish the project and compliance envelope, but not the current physical completion of any marine asset.
Why it matters
The programme joins an owner-led in-water package to a separately developing DP World landside and operating agreement. Any lag or scope ambiguity in the 675-metre quay, dredged approach, sediment route, hydrography, environmental controls, utilities, rail, or yard handover can move the 2027 landside sequence and 2030 operating target. The 388 binding conditions cited by the CIB add a substantial evidence and compliance layer to that interface.

What remains open
Use a three-gate test. First, physical activation requires dated evidence of sheet-pile driving, marine plant and dredger mobilisation, and baseline hydrography. Second, scope control requires a selected dredging method, sediment destination, quay and berth geometry, acceptance criteria, and traceable environmental controls. Third, programme integration requires a finalized DP World construction and operating agreement plus accepted quay-to-yard, rail, utilities, and equipment handovers. Finance close, crane assembly, and material delivery improve readiness; none alone closes those gates.
