Six marine procurements at six different stages

Four procurement or approval events have passed across India, Mexico, the United Kingdom and Fiji. Aqaba's DFBOT proposals remain due on 17 August, while Mumbai Port has extended maintenance-dredging bids to 24 August.

Four events have passed; Aqaba and Mumbai remain open

The Gopalpur adviser EOIs, Rosarito opening and scheduled ruling, Southampton marine-licence consultation and Kinoya prequalification deadline have passed. Aqaba Development Corporation still lists 14:00 Jordan time on 17 August for Tender 27/A/2026 proposals. Mumbai Port's Corrigendum VI keeps Tender E.47/2026 open until 15:00 India time on 24 August.

The six processes remain at different stages. An EOI close precedes a consultant shortlist; a bid close precedes evaluation and award; a consultation close precedes a licence decision. None of those events establishes mobilisation or accepted marine works.

Authority after the date

The accountable result determines procurement status

Appointments, opening records, rulings, licences, awards and prequalification lists establish different parts of scope and delivery authority.

    An EOI, clarification, bid close, proposal opening, ruling, consultation or prequalification has a distinct procedural effect and accountable issuer.

    Project status uses the correct procurement or approval stage.

    Governing amendment record

    Corrigenda, deferred opening notices and clarifications control the current date, time, scope and submission terms.

    Current date, time, scope and submission terms replace earlier versions.

    Receipt and selection

    Bids received, proposal opening, technical qualification, financial opening, preferred bidder and award are distinct records.

    No bidder is named as contractor before the accountable award document appears.

    Controlling package scope

    The award, concession or contract establishes whether dredging, intake, outfall, berth rehabilitation, surveys and testing are inside the package.

    Marine package boundaries come from a controlling document rather than inference from the wider project.

    Authority to begin

    The applicable permit, performance security, notice to proceed, baseline survey and plant mobilisation establish authority for physical execution.

    Tender completion remains separate from construction and accepted delivery.

Gopalpur remains unpublished; Mumbai is still open

IFC's technical and commercial consultant EOIs for the proposed 100 MLD Gopalpur Industrial Park desalination PPP closed on 20 July. The assignments cover demand, tariff and phasing work alongside site comparison, bathymetry, oceanography, geotechnical conditions, seawater quality, intake and discharge concepts and tender inputs. No public adviser appointment, concessionaire, final coastal site or marine works package has followed.

Mumbai Port Authority's Corrigendum VI extends Tender E.47/2026 bid submission to 15:00 on 24 August and schedules technical-bid opening for 15:00 on 25 August. The contract covers three annual campaigns across approach channels, turning circles, outside berths, Indira Dock Basin, bunder areas and anchorages from 2026-27 through 2028-29. The INR 281.70 crore estimate, three 24-week cycles and nominated trailing suction hopper dredger capacity remain tender conditions; no bidder receipt, award value, vessel or mobilisation record is public.

Rosarito's scheduled ruling has no published participant result

The Rosarito desalination invitation scheduled proposal opening for 24 July and a ruling for 29 July after an earlier public tender was declared void. Proyectos Mexico reviewed the project on 28 July and still lists no participant result for the first 2,200 l/s module.

The wider federal-state record includes seawater intake, brine discharge, conveyance, storage, electrical works and connections. The invitation summary names construction of the desalination and pumping plants without publishing the complete marine allocation. A ruling, selected contractor and signed scope remain necessary to establish the package boundary.

Southampton awaits both consent and contract records

The Marine Management Organisation register gave 30 July as the consultation close for Southampton Channel Deepening application MLA/2026/00178. Associated British Ports proposes about 5.5 million m3 of capital dredging at Southampton Container Terminal Berth 5 and through the main navigation channels, including the Nab Channel.

Consultation closure does not grant a marine licence. ABP's principal-contractor participation stage closed in February, and the linked Find a Tender notice family still shows no award notice. Licence conditions, contractor, contract value, disposal permissions, baseline surveys and notice to proceed remain unpublished.

Aqaba proposals remain due on 17 August

Aqaba Development Corporation requires separate technical and financial proposals for Tender 27/A/2026 by 14:00 Jordan time on 17 August, backed by a JOD 100,000 bid bond valid for at least 180 days. The tender seeks one concessionaire to rehabilitate, modernise, finance, operate and transfer the Cement Terminal and Mut'ah floating berth under a 20-year DFBOT agreement.

The public notice defines the commercial route and broad asset scope but does not publish a condition survey or measured works bill. No bidder, preferred bidder or concession award is named before the deadline. The terminal and berth therefore remain under competition.

ADB records Kinoya prequalification closed on 17 July

ADB's current Fiji project page lists CW02 prequalification as closed with a 17 July deadline and says tender documents for the Kinoya wastewater treatment plant upgrade are being finalised. This institutional record supersedes the 28 August date previously observed on the Water Authority tender listing.

The approximately USD 104.85 million operate-design-build-operate package includes a 36 MLD first stage and five years of operations. Disinfected effluent will reuse the existing approximately 2.4 km Laucala Bay outfall; current documents do not identify a new offshore pipeline. The shortlist, bidding documents, contractor, hydraulic tie-in, discharge consent and acceptance basis remain unpublished.

Elapsed dates leave status with the accountable record

Gopalpur now depends on IFC appointment records; Mumbai on the 24 August close, 25 August technical opening and later qualification and award records; Rosarito on a formal ruling and signed scope; Southampton on licence and contract records; Aqaba on proposal receipt and evaluation; and Kinoya on a shortlist and bidding documents.

A deadline can expire without advancing the project. Status changes only when the responsible authority publishes the corresponding appointment, opening record, consent, shortlist, award or amended timetable.
