Water Authority of Fiji has opened CW02 for an estimated US$104.85 million operate-design-build-operate upgrade of Kinoya wastewater treatment plant, including five years of operations and maintenance. ADB's environmental assessment fixes the current marine boundary: the 36 MLD Stage 1 plant will disinfect treated effluent before reusing the existing 2.4 km Laucala Bay ocean outfall, with no new offshore pipeline identified in the reviewed package.

The ESIA defines Kinoya Stage 1 at 36 MLD / 180,000 population equivalent and says disinfected effluent will use the existing approximately 2.4 km Laucala Bay outfall. Its outcome target is for 80% of outfall monitoring results to meet national standards for BOD, TSS, faecal coliform, ammonia, total nitrogen, and total phosphorus. The same assessment cautions that Kinoya may be only a minor nutrient source relative to other bay inputs, so plant compliance remains separate from bay-wide recovery.
