ADB lists CW02 international prequalification as closed after a 17 July 2026 deadline and says tender documents for the Kinoya wastewater treatment plant upgrade are being finalised. The estimated US$104.85 million operate-design-build-operate package includes five years of operations and maintenance. Its 36 MLD first stage will disinfect treated effluent before reusing the existing 2.4 km Laucala Bay ocean outfall; the reviewed package does not identify a new offshore pipeline.

The current ADB project page records a 17 July 2026 prequalification deadline and a closed status, correcting the earlier 28 August date observed on the utility listing. The shortlist, bidding documents, award, notice to proceed, construction and accepted performance remain unpublished.

The plan fixes CW02 as an international, prequalified, prior-review design-build-operate competition with a 70:30 merit-point evaluation. It defines a major treatment and operating package but does not add a new offshore outfall or marine pipeline.

Separate Greater Suva water-loss contract awarded to Miya

ADB records a US$25.03 million performance-based non-revenue-water contract to Miya S.A.R.L. This is a programme delivery milestone but is separate from CW02 and does not identify a Kinoya DBO contractor or any marine works award.

Final US$135 million loan agreement signed

The signed agreement fixes the controlling loan amount and a 30 June 2033 closing date. Together with the separate US$10 million grant it supersedes the older approval-news split, but financing signature is not a construction or operating milestone.
