Kinoya's US$104.85m DBO keeps the existing Laucala Bay outfall
Water Authority of Fiji has opened CW02 prequalification for an estimated US$104.85 million operate-design-build-operate upgrade of Kinoya wastewater treatment plant, including five years of operations. The package is a 36 MLD treatment, commissioning, and performance opportunity; reviewed ADB documents keep the existing 2.4 km Laucala Bay outfall rather than define a new offshore pipeline.
What changed
The live Water Authority of Fiji tender list identifies CW02 and its 28 August 2026 closing date. ADB procurement records value the package at US$104.85 million and include five years of operations and maintenance. The environmental assessment defines a 36 MLD / 180,000 population-equivalent Stage 1 and discharge through the existing approximately 2.4 km outfall. The final loan agreement records a US$135 million loan; with the separate US$10 million grant, that final documentation controls over the older approval-news financing split.
Why it matters
The procurement changes the commercial reading from a generic ocean-health programme to a defined international DBO. The addressable scope sits in process treatment, civil and electromechanical works, disinfection, sludge systems, controls, commissioning, compliance, and operations. Marine relevance remains real because effluent enters Laucala Bay, but the existing outfall must not be misrepresented as new marine construction.

Treat 28 August 2026 as the immediate prequalification gate. Then require bidding and award evidence for contractor, value, programme, hydraulic tie-in, outfall-condition responsibility, discharge consent, and acceptance tests. During operation, separate plant compliance from bay recovery: the ESIA sets an 80% outfall-monitoring compliance target across six parameters and warns that other point and non-point sources also affect Laucala Bay.
