Kinoya's US$104.85m DBO keeps the existing Laucala Bay outfall

ADB's current project page lists CW02 prequalification as closed with a 17 July 2026 deadline and says tender documents are being finalised, superseding the earlier 28 August date observed on the Water Authority listing. ADB procurement records value the package at US$104.85 million and include five years of operations and maintenance. The environmental assessment defines a 36 MLD / 180,000 population-equivalent first stage and discharge through the existing approximately 2.4 km outfall. The final loan agreement records a US$135 million loan; together with the separate US$10 million grant, this replaces the older financing split reported at approval.

Contract packaging and mobilisation implications

The closed prequalification moves CW02 toward the bidding stage without identifying a shortlist or contractor. The package concentrates on process treatment, civil and electromechanical works, disinfection, sludge systems, controls, commissioning, compliance and operations. Effluent reaches Laucala Bay through an existing outfall; current documents do not define a new offshore pipeline or diffuser package.
