Rosarito 2,200 l/s desalination procurement
Mexico has restarted procurement for the first 2,200 l/s module of the Rosarito desalination plant. The current Compras MX detail lists invitation procedure IO-16-B00-016B00985-I-148-2026 as vigente, with proposal opening deferred to 24 July at 11:00 and the ruling scheduled for 29 July at 17:00. A September 2025 federal-state agreement includes seawater intake, brine discharge, conveyance, storage, connections and electrical works in the wider project, while the current procedure description names the plant and pumping plant only.

- Marine interfaces
- The 2025 agreement expressly includes intake works, brine discharge and their connections. The 2024 environmental file describes a larger 4,400 l/s site using idle cooling-water intake boxes and the discharge canal at the CFE Presidente Juarez power station. That environmental envelope supports the coastal route, but it does not prove that the entire 4,400 l/s arrangement or a separate offshore package belongs to the current 2,200 l/s invitation.
- Commercial evidence boundary
- Rosarito is a live desalination construction opportunity with a confirmed marine interface, but the public detail is still not enough to price or qualify the coastal scope. Compras MX sets a 50:50 technical-economic points split, a 30% advance, a 10% performance guarantee and separate liability and environmental insurance each at 10%. Those are tender terms, not a contract award or final allocation to the intake and discharge works. The proposal opening, ruling, invited firms and signed package boundary remain unpublished.
