Rosarito moves its desalination bid opening to 24 July
Compras MX now lists 24 July at 11:00 for proposal opening and 29 July at 17:00 for the ruling on Rosarito's first 2,200 l/s desalination module. The live record includes a notice deferring the opening date and replaces the earlier 21 and 24 July programme dates.
What changed
The live Compras MX detail gives the current timetable, vigente status, evaluation split, advance, guarantees and delivery term. The federal project register provides the first-module capacity and wider programme. The September 2025 agreement identifies the wider 2,200 l/s project components, while SEMARNAT's 2024 filing describes a larger 4,400 l/s full-site environmental envelope. No award is public, and the available documents do not show that every component in the 2025 agreement forms part of the current invitation.
Why it matters
The procedure remains vigente and now discloses a 50:50 technical-economic points split, a 30% advance, a 10% performance guarantee and separate liability and environmental insurance each at 10%. The plant is tied to a real coastal utility system, but the current description still names the desalination plant and pumping plant without defining which intake, brine-discharge or CFE connection works sit inside the invited package.

The 1,096-day term and 1 August physical-start date are tender-stage plans.
