CONAGUA is Mexico's federal water authority and the construction-procurement counterparty for Rosarito's first 2,200 l/s desalination module. The September 2025 federal-state agreement puts it on the federal side of financing, procurement and construction supervision, including the intake, brine discharge, conveyance, tank, connections and electrical works. Baja California retains the state funding and distribution interfaces, SEMARNAT controls environmental approval, and no construction contractor has been selected.
