CONAGUA's institutional pages establish its federal water-administration remit, including concessions, discharge permissions, federal-zone occupation and hydraulic-works procedures. The September 2025 agreement separately makes CONAGUA responsible for contracting construction and supervision of the Rosarito plant, intake, brine discharge, conveyance, tank, connections, electrification and electromechanical works, with Baja California providing counterpart funding and state-side distribution coordination. The current pre-base and Proyectos México pages identify CONAGUA as convener for the first 2,200 l/s module.
