The technical and commercial briefs published on 30 June 2026 describe a proposed 100 MLD PPP subject to demand assessment, site comparison and transaction structuring; technical and commercial EOIs are due 20 July. The May legal brief and June environmental and social brief add PPP risk allocation, approvals, Coastal Regulation Zone, marine ecology and livelihood work. Odisha's PPP database lists the project at INR 500 crore and Proposed. IDCO's 2023 Rushikulya River intake notification is a separate or alternative supply route and does not define the desalination project's seawater intake. A final marine site, intake or outfall geometry, permit, concession tender, concessionaire, EPC package, contractor, mobilisation and construction are not confirmed.
