Oman has repeatedly marketed the development, management and operation of Liwa Fishery Harbour as a PPP or fisheries-investment opportunity. The 2023 material described a 30-year concession around the operating harbour and an adjacent 54,000 m2 commercial plot, with fish-market, cold-storage, ice, repair, hospitality, retail and waterfront-development concepts. The Ministry of Finance's 2024 budget guide retained Liwa in the PPP pipeline, and Oman News Agency later included it among five fisheries opportunities to be offered through Tatweer. A selected developer, signed concession, financing, handover and construction start remain undisclosed through 8 August 2026.

Contract route
A public-private partnership and fisheries-investment market approach began with a 2021 expression of interest and renewed 2023 bid or EOI material for a 30-year concession. The Ministry of Finance retained the project in its 2024 PPP pipeline, and the Ministry later said the opportunity would be offered on Tatweer. A final bid evaluation, award notice, concession agreement and financial close have not been disclosed.

The 2023 opportunity set a 2 September 2023 submission deadline and indicated an expected April 2024 award. The 2024 budget guide and August 2024 Oman News Agency announcement place the project in the government pipeline beyond that forecast. A later award, handover, design, mobilisation, construction or operating-transition date has not been published.
Works package
Develop, manage and operate the existing fishing harbour and commercial land, including core fisheries services and potential fish auction and market functions, cold storage, ice production, boat repair, warehousing, retail and hospitality. The 2023 concept also identified a beach resort, boat club and gated community around the adjacent 54,000 m2 plot. Final mandatory scope, marine-capital works, service standards, tariff regime, land rights and performance requirements remain unpublished.
Marine interfaces
A concessionaire would inherit an operating harbour with breakwaters, basin, entrance, fixed and floating berths and fisheries users, while coordinating maintenance dredging, marine-facility upkeep, boat access, fish-landings operations and commercial-land development. The procurement record does not allocate legacy-asset condition risk, capital maintenance, hydrographic obligations, dredging responsibility or interface with Ministry-funded works.

The 30-year tenor and 54,000 m2 commercial plot are public opportunity parameters. Oman News Agency's more-than-OMR 45 million figure covers five fisheries investment opportunities collectively and is not a Liwa valuation. Liwa's bid value, revenue share, minimum investment, tariff model, state support, financing, concession signature and financial close remain undisclosed.
