Liwa's original harbour chain comprises a Galfar prime award, SeaWorks dredging and reclamation, a Masirah Marine quay-wall block installation package for Galfar, and a CORE-LOC breakwater reference. The asset was operating by 2023. A 2023 maintenance-dredging tender was recalled after the original procedure reached financial evaluation, while the 30-year PPP remained in Oman's 2024 pipeline without a disclosed developer award.

One harbour carries three procurement histories

Construction, maintenance and PPP status rely on different source sets. Company portfolios support only each company's disclosed package. The eTender financial-evaluation snapshot predates a recalled procedure, and the expected April 2024 PPP award remained unfulfilled when the project appeared in the 2024 government pipeline. Historic contractors have not been named for the maintenance or concession packages.

The downstream chain is deeper than the prime award

Combining every Liwa reference under one project would falsely convert historic suppliers into current awardees and blur the differences between a completed physical asset, an unresolved maintenance tender and a prospective concession. The package map preserves the named parties, direct contract relationships and missing milestones for each procurement history.

Evidence conclusion

Two award decisions still need controlled evidence

Galfar is the reported original prime, and the package map adds decision-relevant detail beyond the prime-award headline. SeaWorks confirms a five-month 2015 dredging-and-reclamation role while naming the Ministry as client, leaving its tier relative to Galfar unresolved. Masirah Marine supplies the strongest downstream contract link: its current portfolio explicitly names Galfar as client for Liwa quay-wall block installation in 2017. CORE-LOC reference data adds breakwater geometry and armour-unit sizes. Those historic roles do not establish participation in the recalled 2023 dredging tender or the PPP. The outstanding commercial actions are the 2023 recall outcome and the latest Tatweer concession status.
