The Nabur harbour award placed Galfar Engineering and Contracting under an approximately OMR 9.86 million Ministry contract at Liwa. The 2014 owner scope covered 1,524 m of breakwaters, a 100 m fixed berth, basin dredging to 3.5 m, approach-channel dredging to 5 m, a boat ramp, two floating berths, navigation aids and shore facilities. SeaWorks lists a five-month 2015 dredging-and-reclamation package for the Ministry, while Masirah Marine names Galfar as client for quay-wall block installation at Liwa in 2017. Investment material described the harbour as operating by 2023; formal completion, accepted quantities and the final commercial account remain unpublished.

Contract route
A government fishing-port works contract was awarded to Galfar in December 2013 and announced with detailed Ministry scope in May 2014. The tender number, bid tabulation, signed form of agreement, bond, variation history and final account have not been disclosed. Company portfolios identify downstream marine work packages without publishing a complete subcontract chain.
Execution window
Galfar's award was reported on 23 December 2013, the Ministry agreement and detailed scope on 20 May 2014, and the marine-works launch on 20 March 2015 with an 18-20 month target. SeaWorks dates its five-month dredging-and-reclamation work to 2015. Masirah Marine dates quay-wall block installation for Galfar to 2017. The harbour was described as operating and serving fishermen and boats by August 2023; taking-over, defects-period and final-account dates remain unpublished.
Works package
Construct two rubble-mound breakwaters, a fixed berth, floating berths, basin and approach-channel dredging, a boat ramp, navigation aids and harbour support facilities. The 2014 owner report gives 1,524 m total breakwater length, a 100 m fixed berth, 3.5 m basin depth and 5 m channel depth. Concrete Layer Innovations separately records 865 m and 658 m CORE-LOC breakwaters, totalling 1,523 m, with 1.0, 1.3 and 1.5 m3 units; the one-metre difference is preserved as a source discrepancy rather than reconciled by inference.
Marine interfaces
The construction chain joined breakwater armour and CORE-LOC placement, dredging and reclamation, quay-wall block installation, fixed and floating berths, navigation aids and shoreside utilities. The public sources do not identify the quarry and armour-rock chain, dredger and survey spread, precast-block supplier, floating-pontoon supplier, navigation-aid supplier, testing authority or accepted hydrographic datum.
Commercial evidence boundary
The earliest award record reports OMR 9.86 million, while the 2015 marine-works launch article uses a rounded OMR 9 million project figure. Neither source publishes the signed schedule of prices, downstream package values, variations, claims, certified final cost or defects close-out. The later OMR 45 million figure associated with five fisheries investment opportunities is an aggregate pipeline value and must not be allocated to Liwa.
