Liwa's 30-year harbour concession has no disclosed award
Liwa's concession opportunity combines operation of an existing fishing harbour with development of an adjacent 54,000 m2 commercial plot. The 2023 market approach described a 30-year term and expected an April 2024 award. The Ministry of Finance retained Liwa in the 2024 PPP pipeline, and Oman News Agency later included it among five fisheries opportunities intended for the Tatweer platform. A preferred bidder, signed concession, financing and handover remain undisclosed.
The forecast award date passed without a named developer
The Ministry of Finance budget guide establishes Liwa's 2024 PPP-pipeline position. Oman News Agency confirms a later fisheries-opportunity programme without naming a Liwa developer. Oman Observer and Muscat Daily supply the 2023 concession concept, operating metrics and commercial-land context. The expected April 2024 award remained a forecast rather than a disclosed transaction milestone.
Concession close remains undisclosed
A forecast April 2024 award cannot substitute for a concession notice, signed agreement or financial close. The operating harbour, commercial land and future waterfront concepts also carry different capital, maintenance and revenue obligations. Supplier targeting depends on the final concession scope and allocation of legacy-asset risk.
