Liberia's Monrovia Metropolitan Climate Resilience Project plans a rock revetment at West Point, a densely occupied Atlantic shoreline where UNDP reports approximately 30 metres of retreat and the loss of 670 homes over the preceding decade. The Environmental Protection Agency permit published by UNDP on 4 March 2026 authorizes construction within defined UTM coordinates after approval of the environmental and social impact assessment. The wider GCF-financed project remains under implementation to July 2027. The construction contractor, executed works value, notice to proceed, mobilisation date and installed and accepted revetment are not identified.

The Monrovia Metropolitan Climate Resilience Project is financed through Green Climate Fund project FP160 and implemented with UNDP. GCF lists USD 17.255755 million of grant financing within a USD 25.6 million total project. Those figures cover the wider climate-resilience programme, not an executed West Point revetment contract. Contractor selection, works value and final risk allocation remain unverified.
Execution window
GCF records the project as under implementation from 21 July 2021 to an estimated completion on 21 July 2027. UNDP published the environmental permit on 4 March 2026. The official project page records completed met-ocean data collection and supporting design and safeguard preparation, but does not publish a coastal works award, notice to proceed, mobilisation or physical completion date.
Works package
The approved programme provides for coastal defence at West Point through a rock revetment, together with integrated coastal-zone management, mangrove protection, resilient livelihoods and community facilities. Earlier project design material describes a conceptual rubble-mound revetment with geotextile toe protection, shoreline access, a promenade and boat launching and landing interfaces. Those details remain design context until final issued-for-construction drawings and an executed works package are disclosed.
Marine interfaces
The controlled delivery system includes final met-ocean and shoreline design basis, permitted UTM limits, toe embedment and scour response, geotextile and filter layers, armour source and grading, quarry-to-site transport, wet-season and wave workability, drainage and flood pathways, interfaces with homes and the Mesurado wetlands, fishing-boat access, community safety, mangrove safeguards, construction monitoring and long-term maintenance responsibility.
Commercial evidence boundary
The project has crossed finance, ESIA and environmental-permit gates, but has not crossed the public award and mobilisation gates. The total GCF programme value must not be presented as the revetment contract value, and the permit must not be presented as evidence that a contractor is working. The current commercial watch is procurement formation, final scope control, material supply, community interface obligations and the conditions that convert authorization into accepted construction.
