Gorée's active WACA ResIP package combines rock-armour protection, dike and breakwater work, wall and embankment stabilization, and heritage-compatible landscaping. WACA reported 82% overall completion as of 31 March 2026. The later World Bank project paper dated 25 June uses a different boundary: 85% for protection works and 75% when landscaping is included, while seeking EUR 3.5 million (US$4.0 million equivalent) and a 30 June 2027 close. Neither statement is owner-acceptance evidence.

Execution window
The July 2025 implementation memo gives three source-specific start references: Lot 2 began in February 2025 for 15 months, physical works began in March, and the execution-study and work-start milestone was recorded as achieved on 8 May. WACA then reported 82% overall completion at 31 March 2026 and expected 30 June delivery. Works package
The July 2025 mission defines approximately 1.275 kilometres of lowered and widened rock-armour protection at +3.1 m CM around the island's low-lying edge. WACA's March 2026 baseline describes 390-metre eastern and 900-metre western work fronts. The June 2026 project paper describes eastern and western dike segments, six riprap breakwaters, the Mariama Bâ school wall, mosque-slope stabilization, landscaping, promenade work, and market-stand support.
Marine interfaces
Repeated strong swells and storms, quarry-to-island rock supply through Dakar's Pier 8, shoreline and foundation conditions, six-breakwater and dike geometry, public beach access, the school and mosque interfaces, submerged archaeology, UNESCO validation, environmental monitoring, landscaping, and maintenance handover form one coastal delivery system.
Commercial evidence boundary
The additional-financing paper seeks EUR 3.5 million (US$4.0 million equivalent) for existing Components 2, 3, and 4; it is not a new coastal-works award. The June paper says seven months of early rock-supply delay were resolved, but rough-sea stoppages, new wall and embankment risks, heritage validation, landscaping, and cost escalation still require a revised programme. Approval and effectiveness have not been independently confirmed.

WACA reported the 390-metre eastern work front nearly complete and the 900-metre western work front at 82%, with a 30 June 2026 delivery expectation. The later financing paper supersedes that schedule expectation without proving handover.

The July mission memo records the execution-study and work-start action as achieved on 8 May. The same memo separately states that Lot 2 began in February for 15 months and physical works began in March, so the date is a formal milestone rather than a single universal mobilization date.
