Gorée reports 85% completion, with finance and handover still unresolved

What changed

The July 2025 World Bank implementation mission identifies NGE Contracting and NORDA STELO-IDEV, approximately 1.275 kilometres of rock-armour protection, 15% execution, Dakar Pier 8 logistics, environmental baselines, and preventive underwater archaeology. WACA's 9 June 2026 article reports an 82% overall baseline at 31 March, with a 390-metre eastern work front nearly complete and a 900-metre western work front at 82%. The later 25 June project paper reports 85% for protection works and 75% including landscaping, cites rough-sea stoppages, an early seven-month rock-supply delay, the school-wall collapse, mosque-slope instability, and UNESCO validation, and seeks EUR 3.5 million plus a 30 June 2027 close. The figures use different dates and measurement boundaries; none proves acceptance.

Why it matters

The reported 85% still leaves eastern and western dike and breakwater work, the school wall and mosque slope, heritage validation, promenade and landscaping, environmental and archaeological controls, and handover. Because the later percentage uses a narrower boundary, the 82% and 85% records must remain attached to their own scope definitions.
