WACA connects national coastal projects with regional technical support, knowledge exchange, policy dialogue and financing. Its programme and platform records help locate work fronts and understand regional boundaries, but procurement, construction management and acceptance remain with the relevant country institutions and project units. The World Bank controls the financing and implementation records used here; WACA is not presented as the employer for every civil-works contract.
