WACA ResIP 1 coastal protection works programme

WACA ResIP 1 is in its final delivery phase across six countries, but its civil works do not form one regional construction contract. Côte d'Ivoire's Grand-Lahou works, Senegal's Gorée protection, and country packages in Benin, Mauritania, São Tomé and Príncipe, and Togo carry different scope, schedule, environmental, social, and acceptance conditions. ResIP 2 and the 2026 WACA+ programme are follow-on frameworks and are not evidence that ResIP 1 packages are complete or re-awarded.

Execution window
ResIP 1 is in finalisation, but there is no single valid regional completion date for every work front. The May 2025 restructuring paper extended Côte d'Ivoire and Senegal to June 2026. A June 2026 Senegal additional-financing paper then proposed a further 12-month extension to 30 June 2027 without changing Senegal's scope. Country dates must therefore be controlled against the relevant restructuring or financing record.

Multi-country erosion and flood-risk reduction through coastal protection, lagoon and waterway works, quays, dikes, rockfill, drainage, landscape management, ecosystem restoration, monitoring systems, and institutional measures. The record is a programme map, not a substitute for country package definitions.

Commercial read
ResIP 1 comprises multiple country packages and financing decisions, not a single cross-border tender or one contractor award. Senegal's additional-financing request reflects cost and schedule pressure on existing scope; it is not evidence of a new regional marine contract. ResIP 2 and WACA+ create separate future opportunity lanes whose finance and scope must not be attributed to ResIP 1.

The additional-financing paper linked the delay to sea conditions, supply constraints, inflation, and heritage-site design changes, then proposed a 30 June 2027 closing date. That date remains a financing proposal, not a completion record for Gorée or the wider programme.

The first WACA+ financing covers new work in Benin and Mauritania. It opens a follow-on pipeline but does not extend every ResIP 1 contract or change the status of the six-country work fronts already under delivery.

The update separated ResIP 1 close-out from ResIP 2 expansion into The Gambia, Ghana, and Guinea-Bissau. Each country still needs its own civil-works, safeguards, and acceptance record.

World Bank restructuring records define ResIP 1 as a six-country programme and identify country-specific work fronts, including lagoon dredging, barrier protection, quays, dikes, rockfill, drainage, and landscape management. The May 2025 paper recorded delays and revised completion paths in Côte d'Ivoire and Senegal. The June 2026 Senegal additional-financing paper is later evidence for Gorée: it attributes cost overruns and delays to sea conditions, supply constraints, inflation, and heritage-site design adjustments and proposes a 30 June 2027 closing date. WACA's December 2025 regional update says ResIP 1 is in its final phase while ResIP 2 extends to The Gambia, Ghana, and Guinea-Bissau. The March 2026 World Bank WACA+ release defines a separate Benin-Mauritania programme. These layers are kept separate rather than merged into one construction narrative.
