WACA's six country programmes are approaching close-out at different speeds
WACA ResIP 1 is nearing its final phase across six West African countries. Its lagoon, shoreline, quay, dike, drainage and community packages run under different contracts and timetables, while Senegal is seeking a later closing date. A single regional completion figure would mask the sites still controlling delivery.
What changed
World Bank restructuring records define ResIP 1 as six country programmes rather than one construction contract. The May 2025 paper identifies delayed work fronts and a June 2026 close for Cote d'Ivoire and Senegal. Senegal's 25 June 2026 additional-financing paper attributes further Goree pressure to sea conditions, supply constraints, inflation and heritage-site design changes and proposes a 30 June 2027 close. WACA's December 2025 regional update describes ResIP 1 as being in its final phase, but that statement does not override country records or prove physical completion. The June 2025 Grand-Lahou site visit provides project-specific construction context only. The 2026 WACA+ financing is a separate programme and is not counted as ResIP 1 completion, scope or award evidence.
Why it matters
A regional percentage says little about whether a particular work front is ready for handover or payment. Contractors, lenders and owners need country-level scope, finance, physical progress, safeguards, surveys and acceptance. ResIP 2 and WACA+ should be assessed on their own programmes and results.

What remains open
Country records now matter more than regional language. Cote d'Ivoire and Senegal were extended to June 2026 in the May 2025 restructuring; Senegal's June 2026 financing paper then proposed a further extension to 30 June 2027. At site level, completion depends on the contracted marine and social works, accepted surveys and owner sign-off. WACA+'s launch does not change ResIP 1's delivery position.
