Paranaguá's channel concession begins at 13.3 metres; 15.5 metres remains the target

Paranaguá's planned 1 August transfer changes who operates and charges for the access system, but it does not itself deepen the channel. The current concessionaire portal publishes a 13.3-metre operating draft against a 15.5-metre target, while public sources give inconsistent VTS delivery years.

What changed

ANTAQ defines the concession boundary, CAPEX, contract value, phased works, survey, dredging, berth, navigation-aid and Antonina transition duties. MPor documents the auction, homologation and signature sequence. Portos do Paraná gives the expected 1 August tariff transition and pre-handover maintenance context; DEME identifies the operating vehicle; and PPCC publishes the current operational baseline. Vox Amalia appears in a Van Oord file photograph from its first project in the Netherlands. The same TSHD later served Paranaguá's separate 2026 pre-handover campaign, but the photograph does not depict Brazil or concession-period works.

Why it matters

The 25-year model combines tariffs, annual and capital dredging, hydrography, berths, navigation aids, traffic management, rock removal, disposal, and service continuity. Owners, contractors, users, and lenders therefore need one accepted transition baseline before later performance can be attributed to the concession.

What remains open

Keep the project at mobilisation until a dated owner, regulator, or concessionaire notice confirms operating transfer. Then build the record from accepted baseline bathymetry, current operating draft, tariff commencement, navigation-aid condition, environmental and disposal controls, first concession-period dredging, and hydrographic acceptance. Resolve ANTAQ's first-two-year VTS summary against PPCC's year-five label through the signed contract or approved PEAA rather than selecting the more convenient schedule.
