Breakwaters, quays, channels, equipment and first vessel calls close different parts of a port programme. Nador West Med, Grand Faw, Hamad, Tartous, Ndayane and Banana remain at different points between completed marine assets and repeat commercial service.
Opening is an integrated operating release
A port can have completed breakwaters, a finished quay, an owner-reported channel depth, installed cranes, and even a vessel alongside without being ready for repeat commercial service. Those milestones release different parts of the system. The marine asset still has to connect accepted geometry, navigation controls, harbour services, terminal systems, security, customs, people, operating authority, and a live service plan.
An opening statement is incomplete unless it identifies the releasing authority, authorised vessel and cargo envelope, available terminal and berth, commissioned harbour services, and the nature of the event: test, one-off delivery, inaugural commercial call, or repeat service. Without those boundaries, visible progress can be accurate while the operating conclusion is wrong.

Completed marine infrastructure still needs a nautical release
Nador West Med makes the boundary visible. Morocco's Royal Office reports the basic port infrastructure complete, including 5.4 kilometres of breakwaters and 4 kilometres of quays, while operational launch remains a fourth-quarter 2026 objective. Accepted terminal systems, towage mobilisation, pilotage, harbour control, security, staffing, digital systems, trial handling, and a dated first commercial call still sit between those two statements.
At Grand Faw, the owner has reported five berths and the 23-kilometre navigation channel complete, and trial calls have occurred. Terminal formation, the immersed road tunnel, harbour-service commissioning, final commercial responsibility, and sustained cargo operations remain separate. A civil or hydrographic percentage does not release those interfaces by itself.
A vessel at the berth proves only the event it performed
Hamad Port received a heavy-lift vessel carrying two mobile harbour cranes in August 2022. The call demonstrated access for that equipment delivery and advanced the cargo-handling package, but later official records still described final technology work and, in June 2026, 98 percent construction with operational-readiness planning open. It was not evidence of accepted food-cargo processing, storage, control, safety, or sustained terminal service.
Grand Faw's trial calls and Hamad's equipment deliveries need exact labels. For an inaugural call, the source must establish whether the vessel carried commercial cargo, which berth and systems were used, which authority released the movement, and whether the service returned.
Operations and modernisation can overlap
At Tartous, the sequence is not linear. DP World began operations under a 30-year concession before the wider modernisation programme had delivered all new equipment or published a verified dredging package. A new harbour tug and the first of three mobile harbour cranes improve operating capability, but they do not prove channel or basin deepening, berth rehabilitation, final equipment acceptance, or the outcome of the USD 800 million investment programme.
Tartous is operating while its capital programme remains unfinished. The live service and the future capacity, geometry, equipment, and performance claims need separate dates and evidence.
Opening targets belong after the physical acceptance chain
Ndayane has active marine construction, a five-kilometre access channel, about 10 million cubic metres of dredging, an 89-hectare reclaimed platform, and an 840-metre first-phase quay. Senegal's 2028 operating objective is a schedule signal, not evidence that the dredged geometry, reclamation, quay, cranes, terminal systems, harbour services, and first service have been accepted.
Banana has a defined 600-metre quay, 30-hectare yard, 450,000-TEU design capacity, an active phase-one contract, and photographed coastal work. In 2026, government discussions still centred on acceleration. The earlier first-vessel objective remains only a target; accepted berth geometry, terminal commissioning, harbour and border readiness, and a documented commercial call are still missing.
Watch the dependency that can release service
A port-opening assessment moves when a specific record appears: hydrographic acceptance, a towage fleet entering service, pilotage or VTS release, terminal-equipment handover, ISPS approval, customs readiness, an effective concession, a trial-vessel result, or a scheduled liner service. Each event releases a different opportunity for marine contractors, terminal suppliers, harbour-service providers, insurers, operators, and cargo owners.
Until those records appear, the status should name the interface still open and the party responsible for it. This keeps unlike programmes comparable without pretending they share one construction sequence or one definition of opening.
